ON TUESDAY, 2 FEBRUARY THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION COMMENCED
The Chairman of the Verkhovna Rada of Ukraine in the beginning of the plenary meeting opened the sixth session of the Verkhovna Rada of Ukraine of the sixth convocation and announced that the members of the Cabinet of Ministers of Ukraine in the head of O. Turchynov, the First Deputy Prime Minister and also the Chairman of the Constitutional Court of Ukraine, Chairman of the Supreme Administrative Court of Ukraine, Chairman of the National Bank of Ukraine, Chairman of the Court of Auditors of Ukraine, the Verkhovna Rada of Ukraine Ombudsperson, Prosecutor General of the Verkhovna Rada of Ukraine, Chairmen of the foreign states diplomatic representatives and other dignitaries are present on the ceremony of the sixth session opening.
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine delivered the speech in the course of the session opening ceremony. Among the main issues for the Parliament to be solved in the course of the sixth session the Head of the Parliament named the adoption the state budget for the year 2010.
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine calls on the high-ranking authorities to start the dialogue and return the country into the legal framework.
"It is necessary to return the country into the legal framework, constitutional framework and organize our further life basing it on the Constitution norms and Laws of Ukraine, - V. Lytvyn declared on Tuesday, opening the sixth session of the Verkhovna Rada of Ukraine of the sixth convocation. We need to forsake plots, agreements and quotes, as plots, agreements and quotes are the way to the final destruction of the country."
The Head of the Parliament emphasized the necessity "to form the national legal field as an integral system."
Among the urgent tasks of the only legislative body, the Head of the Parliament named "the legislative reformation of the juridical power" and elaboration of "the unanimous approaches concerning the juridical system, judges status and issues solving concerning the appointing on the administrative office in the courts."
The special attention according to V. Lytvyn should be paid to the relations correction between the Parliament and the Constitutional Court. V. Lytvyn emphasized that the Constitutional Court "is not supposed to be transformed into the political body."
The Chairman also insists on the immediate scrutiny of the State Budget 2010 bill.
V. Lytvyn addressed the profile parliamentary committees with the appeal to define the issues register that are supposed to be adopted for the completion of the obligations before the European Council in order to rise the question of Ukraine transference into the post monitoring period.
The Chairman of the Verkhovna Rada of Ukraine declared that the present complicated political and social-economic situation, when the country "suffers the decline on the stage of its state formation", "the critical mass of the people´s dissatisfaction accumulates and Ukraine becomes more and more isolated from the world and the world digresses from the dialogue with our state concerning all the essential spheres of our life."
In the course of his speech, V. Lytvyn emphasized the fact the state is not ready for the conduction of the local elections though the electoral campaign is to be started in 20 days.
The Chairman of the Verkhovna Rada of Ukraine called the Deputies to "reanimation of the highest representative people´s body", "honesty and solidarity in the interests of the state and the people", to the constructive work. "I guarantee that there will not be a pre-termed the Verkhovna Rada of Ukraine elections if we come to reason and start working", - V. Lytvyn briefed.
During the plenary meeting the deputies´ factions representatives delivered the speech. The representative pointed out the attention on the bills suggested for the parliamentary scrutiny by the parliamentary factions.
The Verkhovna Rada of Ukraine passed the Resolution "On the Agenda of the Sixth Session of the Verkhovna Rada of Ukraine of the Sixth Convocation" with all the appendixes by 386 votes in favor.
The Parliamentarians also passed the Resolution "On Appointment of O.Osadchuk to the Office of Member of the Central Election Commission.
O.Osadchuk took the oath before the Verkhovna Rada of Ukraine.
The Verkhovna Rada of Ukraine passed the Resolution "On awarding The Verkhovna Rada of Ukraine Prize to the Most Talented Young Scholars in the Field of Fundamental and Applied Research and Scientific-Technical Development for the Year 2009"
Volodymyr Lytvyn informed on the initiative of 166 People´s Deputies of Ukraine-members of the Party of Regions Deputy Faction as to the holding of an extraordinary plenary meeting of The Verkhovna Rada of Ukraine was registered at The Verkhovna Rada of Ukraine. The initiative complies with the requirements of Part 2 of Clause 83 of the Constitution of Ukraine.
The Chairman of The Verkhovna Rada of Ukraine announces that an extraordinary plenary meeting of The Verkhovna Rada of Ukraine shall be held at 10 a.m. on Wednesday, 3 February 2010.
V. Lytvyn adjourned the plenary meeting.
