PLENARY MEETINGS OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 21 JANUARY
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on 20 January.
The Chairman stated that the Party of Regions and the CPU Factions demanded a recess. People´s Deputy Mykhailo Papiev read out the Factions´ appeal, the recess not announced. The appeal drew attention "to the flagrant non-implementation of the Law on the Increase of Social Standards by the Government".
The Party of Regions and the CPU Factions demanded that the Government immediately implemented the Law and paid the increased pensions and aids till 1 February.
The People´s Deputies started to scrutinize the agenda issues.
Oleksandr Klymenko, Chairman of the Sub-Committee of the Finance and Banking Committee, presented the Bill on Supplements to certain Legislative Acts of Ukraine (re Prohibition for Financial Institutions to raise the Rate of Interest and other Payments envisaged by the Credit Agreement unilaterally).
The Bill was adopted in its entirety by 370 votes.
The Bill "On State Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Alcohol, Alcohol Beverages and Tobacco Goods" (re Restriction of Consumption and Sale of Low-Alcohol Beverages) was adopted at the Second Reading and in its entirety.
The BYuT and "Our Ukraine-People´s Self-Defence Factions" demanded a recess. People´s Deputy Andriy Shkil informed about the demands of the Factions. He regretted that The Verkhovna Rada failed to supplement the Law "On Elections of the President of Ukraine" with necessary amendments to prevent falsifications".
The BYuT Faction insisted that the Draft Resolution on setting up a Temporary Inquiry Panel to investigate Legitimacy of Lease of "Mezhyhiria" Governmental Residence to V.F.Yanukovych be included into the agenda.
The Parliament members scrutinized amendments to certain Bills. The following Bills were adopted at the Second Reading and in the entirety: "On Amendments to certain Legislative Acts of Ukraine regarding Waste Treatment"; "On Amendments to the Law of Ukraine "On Nature Reserve Fund"; "On Amendments to certain Acts of Ukraine appertaining to Hunting, Protection, Use and Reproduction of the Fauna"; "On Amendments to the Criminal Executive Code of Ukraine regarding Provision of Rights of the Convicted Persons at the Penitentiary Institutions"; "On Amendments to several Legislative Acts of Ukraine (re Observance of Rights of Arrested or Convicted Persons for unobstructed Correspondence with a Lawyer)".
Two Bills on improvement of the effective land legislation on amendments to certain Codes of Ukraine (re Common Ownership of Land) and on amendments to Clause 176 of the Land Code of Ukraine, - were rejected.
The People´s Deputies listened to the report of Kyryl Kulykov, Head of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Facts of Violation of the Constitution of Ukraine and Ukrainian Laws, Adoption of Illegitimate Resolutions by the Officials of Kyiv City Council and its Executive Body.
K. Kulykov suggested scrutinizing the Draft Resolution on the Early Elections of Kyiv Mayor at the next session.
The People´s Deputies upheld the Draft Resolution by 354 votes, having commissioned the Head and the members of the Panel to adjust it for the scrutiny.
The Bills on Amendments to the Code of Ukraine on Administrative infringements (re the Liability Strengthening for the Poaching); on Amendments o certain legislative acts of Ukraine concerning the cultural inheritance protection; on amendments to the Criminal Code of Ukraine concerning the liability for the illegal treatment of the specialized technologies of secret information obtaining.
The Verkhovna Rada of Ukraine adopted in the second reading and in entirety the Bill on "On Amendments to the Law of Ukraine "On Trans-Frontier Cooperation" and also three Bills concerning legislation improvement in the security and defence field (regarding the service in the reserve forces), on Amendments to Clause 29 of the Law of Ukraine "On the Military Duty and Military Service" and on Amendments to Clause 15 of the Law "On the Legal Regime of Martial Law."
The Verkhovna Rada of Ukraine adopted in its entirety as a Law the Bill "On Amendments to certain Legislative Acts of Ukraine" (re Harmonization with the Law of Ukraine "On the International Private Law").
In the result of the scrutiny the following bills were rejected: on amendments to the Criminal Executive Codes of Ukraine concerning the implementation of the public behavior correction of the returned convicts; on amendments to the Law "On Resorts"; on amendments to certain legislative acts of Ukraine on implementation of the external independent education quality testing and liability introduction for the violations of the testing order and its result use; on amendments to the Law "On Insurance" (regarding the agricultural risks).
The Bill of the Law on the Credit Unions Deposits Guarantee Fund was reported by Oleksandr Klymenko, the Chairman of the Sub-Committee of the Committee on Finance and Banking.
In the result of the voting the Bill was directed for the further elaboration (274 "in favor").
The President´s motions to the Law "On Amendments to the Law of Ukraine "On the Prevention and Fighting Illegal Income Legalization (Laundering)" was reported by Oleksandr Shlapak, the First Deputy Chairman of the President of Ukraine Secretariate.
The People´s Deputies failed to uphold the proposition of Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine to direct the Law with the President´ motions for the conclusion of the Venice Commission.
The Parliamentarians directed the Law for the further elaboration.
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine announced on the decree of the President of Ukraine on appointment on the office of the Central Election Committee Valeriy Vitaliovych Karpuntsov.
The People´s Deputies failed to uphold the relevant Resolution draft (152 votes "in favor".)
After the Chairman failed to put to the vote the Resolution draft on the formation of the Temporary Inquiry Panel on Investigation of the lend-lease to V. Yanukovych "Mezhyhiria" governmental residence, Yulia Tymoshenko Bloc Deputies left the session hall.
Parliamentarians repeatedly scrutinized certain elaborated Bills and in the result of the scrutiny rejected following Bills: on amendments to the Law "On Territories Projecting and Housing System", on amendments to the article 3 of the cabinet of Ministers of Ukraine Decree "On State Duty" (regarding the duty rate for amortization agreements certifications.)
Next plenary meeting of the Verkhovna Rada of Ukraine would be held on Friday, 22 January.
The Chairman adjourned the evening meeting.
