PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON 11 FEBRUARY
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on 10 February.
People´s Deputies listened to the report of Petro Poroshenko, Minister of Foreign Affairs of Ukraine, concerning failure of the Republic of Moldova to fulfill its obligations due to the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Moldova on Maintenance of Road Bridges at the Ukrainian-Moldavian State Border and Additional Protocol regarding Transfer of the Odesa-Reni Motorway near Palanka and the Land Plot it occupies into the Ownership of Ukraine, and the Mode of its Exploitation of 18 August 1999.
Oleh Bilorus, Chairman of the Foreign Affairs Committee, presented the Bill on Ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Moldova on Maintenance of Road Bridges at the Ukrainian-Moldavian State Border.
The Verkhovna Rada ratified the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Moldova on Maintenance of Road Bridges at the Ukrainian-Moldavian State Border by 339 votes.
The BYuT and "Our Ukraine-People´s Self-Defence" Factions insisted that a recess be announced or a floor be given. People´s Deputy K.Kulykov presented the appeal of two Factions. Thus, they demanded that the report of the Temporary Inquiry Panel set up to investigate the Facts of Violation of the Constitution of Ukraine and Ukrainian Laws, Adoption of Illegitimate Resolutions by the Officials of Kyiv City Council and its Executive Body be immediately scrutinized.
The People´s Deputies upheld the suggestion of the Chairman that this Draft Resolution be scrutinized together with the Bills at the Second Reading.
People´s Deputy Serhii Hrynevetsky presented the Draft Resolution "On the Declaration of The Verkhovna Rada of Ukraine "Real Guarantees to the Nuclear-Free Status of Ukraine".
"Approval of this document by the United Nations Organization, consolidation of commitments regarding international legal guarantees for nuclear-free states would be a substantial contribution into the formation of a safe security environment not only in Europe, but also in the world", - the reporter stated.
The Verkhovna Rada passed the Draft Resolution by 338 votes.
Then the People´s Deputies scrutinized a number of Bills at the Second Reading. The People´s Deputies scrutinized the amendments to the Bill "On Amendments to the Law "On Licensing System in the Economic Activity Sector". The Bill was adopted in its entirety.
The Chairman announced that People´s Deputies S.Soboliev and A.Shkil were elected Deputy Heads of the BYuT Deputy Faction, as proved by the record of the meeting of "The Yulia Tymoshenko Bloc" Faction (All-Ukrainian Association "Batkivshchyna" (Motherland), Ukrainian Social-Democratic Party, Party "Reforms and Order") of 10 February 2010.
The People´s Deputies scrutinized the amendments to the Bill "On Purchase of Goods for the State Funds".
The following Bills were adopted in entirety as the Laws: on Protection of the Animals from the Cruel Treatment" (re the Specification of the Norms and Terms); on Amendments to the Law "On Topographical-Geodesic and Cartographic Activity"; on Amendments to certain Legislative Acts of Ukraine (re Formation of Authorized Capitals of Economic Associations); on Licensing Activity in the Field of Nuclear Energy Use; on Amendments to Clause 41 of the Economic Procedural Code of Ukraine (re Appointment of Forensic Inquiry); on Amendments to several Legislative Acts of Ukraine regarding Grounds for revising Court Decisions; on Amendments to certain Laws of Ukraine regarding Establishment of the Procedure and Period of Storage of Certain Types of Documents.
The Bills on Amendments to and Invalidation of the Legislative Acts of Ukraine regarding Collective Farming Enterprise and Activity of Non-Profit Organizations were rejected.
In the end of the morning plenary meeting, the People´s Deputies scrutinized the Draft Resolution "On Report of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Facts of Violation of the Constitution of Ukraine and Ukrainian Laws, Adoption of Illegitimate Resolutions by the Officials of Kyiv City Council and its Executive Body". The Parliament members voted for every item of the Draft Resolution separately, having adopted the Draft Resolution by 334 votes.
In the course of the afternoon sitting, the People´s Deputies continued scrutiny of the agenda. Having scrutinized the amendments to the elaborated Law "On Amendments to the Law "On State Registration of Property Rights for Real Assets, and their Restriction" with the President of Ukraine motions, the Parliamentarians adopted its new version.
The Bill on amendments to Clause 11 of the Law "On Procedure of Import (Shipping), Customs Clearance and Taxation of Personal Belongings, Commodities and Vehicles that are imported (shipped) in Ukraine by the Citizens" was reported by the People´s Deputy Yurii Kliuchkovskii. He briefed that the legislative act supplements the effective Law with the regulation, pursuant to which, the citizens-residents who temporarily and legitimately reside abroad, provided it is a result of studies, fulfillment of official duties or contractual liabilities, or marriage with a foreign citizen, and are on a temporary consular registration list in the foreign diplomatic representations of Ukraine, are authorized to import transport vehicles belonging to the commodity items 8701, 8702, 8703, 8704, 8705 of the Ukrainian Classification of Commodities of Foreign Economic Activity for the period up to 60 days without payment of import duty and other relevant taxes (duties). The Bill was adopted as a basis and with the amendment of A. Martyniuk taken into the consideration in its entirety by 343 votes in favor.
Ihor Umanskyi, the Deputy Minister on Finance, and the People´s Deputies Anatoliy Hrytsenko and Yulia Novikova reported on three Bills concerning the peculiarities of the implementation of the simplified system of taxation, registration and accounting of the small business entities in the Period of overcoming the Financial Recess.
Serhii Teriokhin, the Chairman of the Committee on Taxation and Customs Policy informed the Committee decision to recommend that the Verkhovna Rada directs all three bills for the further elaboration.
In the result of the voting, one of the Bills, author of which is the People´s Deputy A. Akimova, was adopted as a basis.
The Verkhovna Rada of Ukraine adopted the Bill "On Amendments to Sub-Item "з" of Sub-Item 4.4.2 of Item 4.4 of Clause 4 of the Law "On Redemption of Taxpayers' Liabilities for the Budgets and State Funds-In-Trust" and the Bill on Amendments to Clause 5 of the Law "On Redemption of Taxpayers' Liabilities for the Budgets and State Funds-In-Trust" (re Curtailment of Financial Expenditures by the Repeated Redemption of Tax Liabilities).
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Law "On the Rates of Excise Duty on Ethyl Alcohol and Alcoholic Beverages" (re Rates of Excuse Duty on Spirit Distillates and Alcoholic Beverages produced by means of Wine Distillation or Grapes Marc)
The People´s Deputies scrutinized three Bills on amendments to the law "On Single Customs Tariff" (regarding the procedure of the special customs types implementation), (regarding the rates calculation) and (regarding the charge on the electrical conductors).
In the result of the scrutiny all three Bills were rejected.
The Verkhovna Rada of Ukraine rejected the Bill on Amendments to the Law "On Amendments to certain Laws of Ukraine" (regarding the rejection of separate principles that do not harmonize with the effective legislation).
Then the afternoon meeting was adjourned.
