ON TUESDAY 9 FEBRUARY THE PLENARY MEETING OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD
The People´s Deputies discussed two governmental bills on amendments to the Law "On Fire Safety."
Valerii Tretiakov, the Deputy Minister on Emergency Situations and Population Protection from the Consequences of Chornobyl Disaster reported on the both Bills stating that the Government suggests adoption of the first one as a basis (Reg.№4183).
Anatolii Semynoha, the Chairman of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster informed on the Committee decision to recommend the Verkhovna Rada the adoption as a basis the Bill, reg.№ 4183, and the second one Bill principles (№5060) should be taken into the consideration in the course of the further elaboration of the first bill for the second reading.
In the result of the voting the Bill reg.№4183 was adopted as a basis by 248 votes in favor.
Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine during his speech in the course of the morning plenary meeting commented upon the new events in Syaivo book shop case. In the course of his speech, M. Tomenko informed the Parliament on the last precedent that happened yesterday in the book shop. According to the eyewitness testimonies, on 8 February evening approximately 50 people burst into the book shop and made a chaos in its room. The people´s actions were ruled by a man introduced as a new owner of the book shop. After the law-enforcement agencies arrived, the part of "the aggressors" disappeared but the rest showed their contracts of service concluded with the new director. Today, on 9 February 2010, "Siaivo" book shop is not working and in its rooms both parties´ representatives and journalists are waiting for the situation to be solved.
The Parliamentarians upheld the proposition
The Parliamentarians scrutinized and adopted as a Basis certain number of Bills, in particular: On Adjacent Zone of Ukraine; On Rehabilitation of Victims of Political Repressions in Ukraine" (re Status of Persons who fell Victims to the Political Repressions in Childhood); On Amendments to certain Laws of Ukraine regarding Citizenship; On Amendments to Clause 20 of the Law "On Public Associations" (re the Right of Public Associations to address a Court in the Interests of their Members); On Technogenic Safety.
The Bill on Amendments to certain Legislative Acts of Ukraine (re the state property management regulation process) was reported by Oleksandr Bondar, the Chairman of the Sub-committee on Economic Policy.
O. Bondar also informed on the decision of the profile Committee to recommend that the Verkhovna Rada of Ukraine adopts the Bill as a basis.
In the course of the discussion, the People´s Deputies expressed number of the remarks concerning the Bill. In the result of the scrutiny the Bill was directed for the further elaboration.
The Verkhovna Rada of Ukraine adopted the Bill on Amendments to the Article 1 of the Law "On Increase of the Mining Work Prestige" (re Extension of the Law on Miners of Nonmetallic and Placer Deposits)
Having scrutinized the Bill on amendments to the Code of Administrative Legal Proceedings, the Parliamentarians rejected it.
The Bill on Amendments to the Articles 5 and 8 of the Law "On State Social Aid for the Low-Income Families" was presented by Mykhailo Papiev, the People´s Deputy of Ukraine. He stated that the bill envisages that the rate of the State Social Aid for the Low-Income Families should depend on the living wage. The Bill is aimed at enhancement of social protection of the low-income families, and at the compliance with the requirements of the Constitution of Ukraine, the Law "On the State Social Standards and State Social Safeguards", pursuant to which, the rate of State social aids should not be lower than the legally defined living wage.
Oleksandr Stoian informed on the Committee on Social Policy and Labour decision to recommend the Parliament adoption of the Bill as a basis.
In the result of the scrutiny the Bill was adopted by 330 votes in favor.
The Verkhovna Rada of Ukraine passed the Resolutions "On Amendments to the Verkhovna Rada of Ukraine Resolution "On Immediate Actions concerning the Integrity Preserving of Ukrainian Specialized Hospital "Okhmadyt" Medical Complex" and "On Celebration of the 75th Anniversary of Foundation on M.M.Hryshko National Botanic Garden under the National Academy of Sciences of Ukraine."
In the end of the plenary meeting the Parliamentarians heard the information of Volodymyr Yavorivskyi, the Chairman of the Committee on Culture and Spirituality Matters concerning the situation with "Siaivo" book shop.
The Parliamentarians upheld the proposition of the Chairman of the Verkhovna Rada of Ukraine to address the Prosecutor´s General Office, Ministry on Internal Affairs and Security Service of Ukraine with the appeal to thoroughly investigate the situation.
Volodymyr Lytvyn informed that there are no issues of the agenda to be scrutinized for today, hence there would be no evening meeting the People´s Deputies would be working in the Committees and Factions and adjourned the plenary meeting.
Next plenary meeting will be held on Wednesday, 10 February.
