ON FRIDAY, 22 JANUARY THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE O THE SIXTH CONVOCATION WAS ADJOURNED
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on 21 January.
The Chairman stated that Yulia Tymoshenko Bloc and the "Our Ukraine-People´s Self-Defence" Factions demanded a recess and it was announced. After recess, Serhiy Mishchenko, the People´s Deputy read out the Factions´ appeal which drew attention to the facts that the YTB repeatedly insisted on the scrutiny of the amendments to the Law "On the Election of the President of Ukraine" as, according to his words, the first round of election proved that the effective Law contains numerous drawbacks.
YTB Faction also insisted on the inclusion into the agenda the Resolution Draft on the formation of the Temporary Inquiry Panel to investigate the legitimacy of lend-lease act of "Mizhhiria" governmental residence to V. F. Yanukovych.
After the appeal was read, Yulia Tymoshenko Bloc faction deputies left the session hall.
The People´s Deputies started to scrutinize the agenda issues.
The Verkhovna Rada of Ukraine adopted the Bill "On Amendments to certain Legislative Acts of Ukraine on Migration" as a Basis by 230 votes.
Newly-elected members of the Supreme Justice Council, Viktor Kudriavtsev and Viktor Pshonka made an oath before the Verkhovna Rada of Ukraine.
The Chairman stated that the Party of Regions and the CPU Factions demanded a recess. People´s Deputy Iruna Akymova read out the Factions´ appeal, the recess not announced. The appeal drew attention "to the fact of numerous abuse of official position by the Government concerning the activity of business structures and entrepreneurs."
The Verkhovna Rada of Ukraine scrutinized two Bills.
The Bill on Amendments to the Law of Ukraine (regarding compulsory revisions for the missions of the special subdivisions on fighting organized crime) was reported by Volodymyr Berdykivsky, the First Deputy Minister on Internal Affairs.
Ihor Kaletnik, the Chairman of the Committee on Fighting Organized Crime and Corruption briefed on the Committee decision to recommend that the Parliament directs the Bill for the further elaboration. In the course of the discussion, the People´s Deputies upheld the position of the profile committee.
The Verkhovna Rada rejected the Bill (3 votes "in favor").
The Bill on ratification of the National Program of Primary Care and Health Assistance on the Basis of Family Medicine till 2011was reported by Valeriy Bidny, the Deputy Minister of Health Protection.
Volodymyr Karpuk, the Chairman of the Sub-Committee of the Committee on Health Protection Matters briefed on the Committee´s decision to recommend that the Parliament adopts the Bill as a Basis and in its entirety.
The Verkhovna Rada of Ukraine adopted the Law "On Ratification of the National Program of Primary Care and Health Assistance on the Basis of Family Medicine till 2011" by 252 votes in favor.
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine summed up the work of the Verkhovna Rada of Ukraine in the course of the fifth session. Session agenda contained 1 395 bills, on the State Budget 2010 in particular. 279 Laws were adopted, 36 Laws were adopted in the first reading, 146 were returned for the further elaboration, 34 were rejected. The Verkhovna Rada passed 125 resolutions on organizational matters, 15 Bills were submitted
V. Lytvyn proclaimed that the People´s Deputies might have worked more intensively and effectively taking into the consideration that from 52 plenary sittings and 4 pre-termed sittings, 10 were obstructed.
V. Lytvyn has positively evaluated the work of the several Committees the Committee on Budget, On Legislative Support of Law Enforcement, On Agrarian Policy and Land Relations.
The Chairman of the Verkhovna Rada of Ukraine in the end of the sitting stated: "Today the process of the Verkhovna Rada of Ukraine work destabilization has commenced. Taking into the account that a lot of people would be demobilized, they would need assistance in employment and where else it can be found if not in the Verkhovna Rada of Ukraine. It depend from us, whether the Verkhovna Rada would start working and win the People´s trust. Otherwise, the situation in the country would be even more complicated. Though the fact that the parliament rate today is extremely low, unfortunately, is an obvious fact. "
Volodymyr Lytvyn adjourned the fifth session.
The Sixth session of the Verkhovna Rada of the Sixth Convocation will be commenced on Tuesday, 2 February 2010.
