PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON WEDNESDAY, 20 JANUARY
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the plenary meeting and briefed on the results of Parliament´s work at the plenary meetings on 19 January.
People´s Deputies presented their appeals, announcements and motions. People´s Deputy Vadym Kolesnichenko presented the audio record of the telephone talk of Yu.Tymoshenko, Prime Minister of Ukraine, with the representatives of Mikheil Saakashvili, President of Georgia, devoted to the interference of the Georgian observers into the election process in Ukraine.
V. Kolesnichenko stated that such actions shall be investigated by the Security Service of Ukraine, the Internal Affairs Ministry and the General Prosecution.
The BYuT and "Our Ukraine-People´s Self-Defence" Factions insisted that a recess be announced. People´s Deputy Volodymyr Bondarenko presented the Factions´ appeal, the recess being not announced.
The Parliament members launched the scrutiny of agenda issues. Petro Kravchuk, Deputy Minister of Transport and Communications, presented the Bill on the Ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Moldova concerning Maintenance of Road Bridges at the Ukrainian-Moldavian State Border.
Oleh Bilorus, Chairman of the Foreign Affairs Committee, stated that the Committee recommended the Parliament to ratify the Agreement, as it would improve road connections between Ukraine and the Republic of Moldova.
The People´s Deputies postponed the scrutiny of the Bill, having commissioned the Ministry of Foreign Affairs and the Government to bring forward the report concerning the grounds for the exchange of territories and its compliance with the Constitution of Ukraine.
The Verkhovna Rada ratified the Convention on the Protection and Promotion of the Diversity of Cultural Expressions; the Protocol between the Government of Ukraine and the Government of Czech Republic on Assistance and Mutual Protection on Investments signed in Prague on 17 March 1994; the Grant Agreement (Chornobyl NPP Nuclear Safety Project) between the European Bank for Reconstruction and Development (as Administrator of Grant out of Nuclear Safety Account), the Cabinet of Ministers of Ukraine and the State Nuclear Regulation Committee of Ukraine (as Recipient).
The People´s Deputies scrutinized the amendments to certain legislative acts of Ukraine regarding State assistance of aircraft construction, having adopted the Bill at the Second Reading and in its entirety by 345 votes.
The Verkhovna Rada adopted the following Bills at the second Reading and in the entirety: on Amendments to Clause 10 of the Law "On the State Decorations of Ukraine" (re Introduction of the Honorary Title "Honoured Miner of Ukraine"), on Amendments to Clause 10 of the Law "On the State Decorations of Ukraine" (re Introduction of the Honorary Title "Honoured Civil Protection Worker"), and on Amendments to Clause 10 of the Law "On the State Decorations of Ukraine" (re Introduction of the Honorary Title "Honoured Tourism Worker"). The Laws shall come into force on 1 January 2011.
Volodymyr Moisyk, Chairman of the Sub-Committee of the Committee on Legislative Support of Law-Enforcement, reported on the Committee´s resolution concerning the adjusted Bills on Amendments to Certain Legislative Acts of Ukraine (re Struggle with the Distribution of Child Pornography) and on Amendments to the Criminal Code of Ukraine (re Protection of the Public Moral). The Committee recommended that the latter Bill be adopted at the Third Reading, the former one being passed in its entirety.
The Bill on Amendments to Certain Legislative Acts of Ukraine (re Struggle with the Distribution of Child Pornography) was adopted at the Third Reading. The Bill on Amendments to the Criminal Code of Ukraine (re Protection of the Public Moral) was rejected.
In the result of the scrutiny, the Bill on the state registration of the civil state acts.
The Parliamentarians rejected the Bills on amendments to the Law "On National Council on Television and Radio Broadcasting of Ukraine" (re the National Council Accounts) and on amendments to the article 147 of the Civil Code of Ukraine (re the announcement on intention to sell the share in the core capital).
The parliamentarians heard the report on the state of preparation to the conduction of the final part of Euro Football Championship 2012 in Ukraine, presented by Yuriy Pavlenko, the Minister on Family, Youth and Sport Matters. He declared that one of the principal tasks of the state policy in the sphere is the preparation of the National Sport Complex "Olimpiysky" and its stadium to the final match conduction.
Yu. Pavlenko briefed that during the year 2009 more than 40% of the whole building and construction works were done.
Yu. Pavlenko stated that the Government and the Ministry are ready to work with the Temporary Inquiry Panel and People´s Deputies. He also announced that from the first days of the construction works the Government have been supervision the whole scope of the administrative and other initiatives on the object.
In the end of his speech, the Minister assured that the speed of building-construction works execution and effective cooperation with the international UEFA experts and specialists enable Ukraine to meet its engagements in time.
Ravil Saffiullin, the Head of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Law Abidance during the Reconstruction of the "Olimpiysky" Sport Complex in the course of his speech declared that the members of the Committee visited the "Olimpiysky" sport complex last week where they were given the works schedule according to which the divergence with the preliminary schedule comprises three months.
R. Saffiullin also announced that in the course of the last year underfunding of the work completion comprised UAH 395 million.
The People´s Deputies in the course of the discussion upheld the information presented by R. Saffiullin and criticized the work of the Government and the Ministry.
After the discussion of the information presented by the Cabinet of Ministers, O. Lavrynovych, the First Deputy Chairman adjourned the morning meeting.
