PLENARY MEETINGS OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 19 JANUARY
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, sent his greetings to the fellow citizens on the occasion of Epiphany.
Authorized representatives of the Deputy Factions presented their appeals, motions and announcements.
The People´s Deputies observed a minute´s silence in memory of the victims of explosion in Luhansk hospital.
The Chairman of The Verkhovna Rada of Ukraine commissioned the profile committee to prepare corresponding draft resolutions concerning settlement of the situation connected with the explosion.
V.Sivkovych, representative of the Party of Regions Faction, suggested giving a consent to the audition of the audio record of Georgian high-ranking officials: Ivane Merabishvili, Minister of Internal Affairs of Georgia, and Givi Targamadze, Chairman of the Defence and Security Committee of Georgia, as to the expression of threats to Ukraine (218 votes).
Stabislav Skubashevsky, members of the Committee on the Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, presented the Draft Resolution "On the Schedule of the Sixth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation". Pursuant to the Resolution, the session shall be opened on 2 February and closed on 16 July 2010. The session envisages 13 weeks of plenary meetings, 5 weeks of work of the People´s Deputies in the Committee and Factions and 13 Government question hours.
The Parliament members passed the Resolution "On the Schedule of the Sixth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation" in its entirety by 411 votes.
V.Lytvyn brought the issue concerning appointment and dismissal of the Central Election Commission members before Parliament. He stated that the President of Ukraine had submitted a decree on dismissal of Anatoliy Pysarenko from the office of a Central Election Commission member on 10.03.2009, as A.Pysarenko reached the age limit for this office.
The Chairman also suggested scrutinizing the issue on dismissal of S.F.Demchenko from the office of a judge of the High Economic Court of Ukraine.
The Verkhovna Rada passed the Resolution "On Dismissal of Anatoliy Pysarenko from the Office of a Central Election Commission Member". The Draft Resolution "On Dismissal of S.F.Demchenko from the Office of a Judge of the High Economic Court of Ukraine" was rejected.
The People´s Deputies failed to include the Bill on Amendments to the Law "On Elections of the President of Ukraine" (re Prevention of Public Will Distortion) into the agenda (205 votes).
The Verkhovna Rada adopted the Bill on Amendments to Clause 209 of the Land Code of Ukraine (re Application of Funds) as a basis.
The People´s Deputies re-scrutinized the Law "On Amendments to Paragraphs 14 and 15 of Chapter Х "Transitional Provisions" of the Land Code of Ukraine regarding Period of Land Plots Sale" with the motions of the President of Ukraine of 29.12.2009.
Neither the President´s motion concerning rejection of the Law, nor the motion of the profile Committee concerning overriding of the President´s veto was upheld.
The People´s Deputies upheld the suggestion of V.Lytvyn that the profile Committee adjusts the Law, its scrutiny being resumed on Thursday.
The People´s Deputies scrutinized the amendments to the Law "On Higher Education" (re Student Self-Government). The Bill was adopted at the Second Reading and in its entirety by 232 votes.
The People´s Deputies scrutinized two Bills on amendments to the Law "On Financial Services and State Regulation of Financial Services Markets" (re Regulation of the Procedure of amending the Agreements on Financial Services).
The Verkhovna Rada adopted the Bill of People´s Deputy K.Kulykov at the First Reading (365 votes), having rejected the Bill of People´s Deputy V.Dubil (106 votes).
People´s Deputy Serhiy Mishchenko presented the Bill on Amendments to certain Laws of Ukraine (re Enhancement of the Constitutional Protection of Citizens´ Rights in the Investigation and Search and Counterintelligence Operations).
The People´s Deputies adopted the Bill at the First Reading by 325 votes.
The Parliamentarians resumed the scrutiny of the Law "On Amendments to the Items 14 and 15 of the Chapter X "Transitional Provisions" of the Land Code of Ukraine" concerning the term on the land areas sale" with the Propositions of the President of Ukraine. By 360 votes they adopted the decision to cancel the resolution to direct the mentioned above Bill to the profile committee for the further elaboration and according to the next voting "366 votes in favor" overrode the veto of the President of Ukraine put on this Law.
In the end of the morning sitting, the Parliamentarians scrutinized two more Bills concerning the improvement of the national legislation in the sphere of the law-enforcement activity; in particular they concerned cooperation of the state law-enforcement agencies with the international organizations. In the result of the scrutiny two Bills, on amendments to the Criminal-Procedural Code of Ukraine regarding the extradition and on amendments to the Law "On Operative-Investigative Activity" (regarding the international cooperation) were adopted as a basis.
The Chairman adjourned the morning meeting.
In the course of the evening meeting the Parliamentarians continued the scrutiny of the agenda items.
Having scrutinized the Bill on amendments to the Law "On State System of Biosecurity in the Course of the Formation, Testing, Transpiration and Use of Genetically Modified Organisms" the People´s Deputies adopted it as a basis and in entirety as a Law by 328 votes.
The Bill on amendments to the Law "On State Supervision for the International Transfer of the Military Goods and Second Use" was reported by Yuriy Petrochenko, the Chairman of the State Export Control Service.
In the result of the scrutiny the Bill was adopted as a basis by 325 votes.
The Verkhovna Rada of Ukraine adopted as a Basis the Bill on Amendments to the Law "On Compulsory State Pension Insurance" (regarding the Length of Service)
The People´s Deputies passed the Resolutions "On Celebration of the 90th Annivesary of Birth of Ivan Mykytovych Kozhedub, Triple Hero of the Soviet Union", "On Recommendations of the Parliamentary Hearings "Ukrainians Abroad: Current State and Prospects", "On Celebration of the 800th Anniversary of Foundation of Bibrka Town in Lviv Region and 540th Anniversary of granting Magdeburg Rights to the Town."
The Parliamentarians rejected the Bill on amendments to certain Laws of Ukraine regarding the authority division of the state bodies in the sphere of the natural monopolies and connection field.
The People´s Deputies included into the agenda and scrutinized the Resolution draft on the celebration of the memorable dates and anniversaries celebration in the year 2010. In the result of the scrutiny the resolution draft was rejected.
Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Facts of Violation of the Constitution of Ukraine and Ukrainian Laws by the Officials of Kyiv State Administrations of Kyiv Region by Allocation and Registration of Land Plots report was briefed by Kyrylo Kulykov, the Chairman of the Inquiry Panel.
The scrutiny was held. The People´s Deputies in their reports also operated with facts of numerous law infringements on the part of the Kyiv state officials.
The decision on this issue the Parliamentarians will adopt in the course of the plenary meeting on Wednesday, 20 January.
