AN EXTRAORDINARY PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS RESUMED ON THURSDAY, 14 JANUARY
Oleksandr Lavrynovych, First Deputy Chairman of The Verkhovna Rada of Ukraine, resumed the plenary meeting. He announced that the BYuT and the Lytvyn Bloc Factions demanded a recess. He gave floor to A.Kozhemiakin, representative of the BYuT Faction, who stated that the Faction would not participate in the extraordinary plenary meeting, unless the Bill on Amendments to the Law "On Elections of the President of Ukraine" (re Prevention of People's Will Distortion) initiated by the BYuT Faction was scrutinized first.
People´s Deputies of the BYuT Faction left the session hall after the Chair announced the scrutiny of two Bills on Amendments to Clause 209 of the Land Code of Ukraine (re Funds Application).
Serhiy Ryzhuk, Deputy Head of the Agrarian Policy and Land Relations Committee, announced the Committee resolution concerning the Bills. The Committee recommends that The Verkhovna Rada adopts the Bill (Reg. No. 3231) submitted by People´s Deputy R.Lukianchuk as a basis. The reporter stated that both Bills specified Part 2 of Clause 209 of the Land Code of Ukraine regarding application of funds received as reimbursement of losses of agricultural and forestry production. Pursuant to the Bills, the said funds shall be used for development and protection of lands.
S. Ryzhuk addressed the People´s Deputies with a request to uphold the Bill (Reg. No. 3231), as its adoption will enable residents of rural areas to purchase land, set up a land bank, etc. "Otherwise, formation of the land market is impossible", - the reporter stated.
The People´s Deputies expressed their remarks concerning the Bill, esp. regarding rate of land tax. The Parliament members suggest that the Bill determines the areas of extra application of this tax.
After the scrutiny, Oleksandr Lavrynovych, First Deputy Chairman of The Verkhovna Rada of Ukraine, announced that 221 People´s Deputies remained at the session hall. Thus, The Verkhovna Rada was incapable of adopting any resolutions.
The Chair adjourned the plenary meeting.
The next regular plenary meeting of the fifth session of The Verkhovna Rada of Ukraine of the sixth convocation is scheduled for Tuesday, 19 January.
