ON WEDNESDAY, 23 DECEMBER, THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK

 

           

Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, presided over the meeting. He declared the meeting open and briefed on the results of work of The Verkhovna Rada at the plenary meetings on 22 December.

 

People´s Deputies presented their announcements, reports and motions.

 

The Parliament members upheld the proposal of V.Kyrylenko to supplement the agenda with the Bill on the National Cultural Product. However, the Bill was not included into the agenda after the Resolution on Amendments to the Session Schedule had been passed.

 

Pursuant to the Draft Resolution "On Amendments to the Schedule of the Fifth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation", People´s Deputies shall work with the voters on 24-25 December instead of holding plenary meetings. 

 

The People´s Deputies also resolved to re-scrutinize the Bill on Amendments to certain Laws of Ukraine regarding Prevention of and Fight against Corruption. 

 

People´s Deputy Volodymyr Ariev announced an appeal of the BYuT and "Our Ukraine-People´s Self-Defence" Factions as to the setting up of a Temporary Inquiry Panel to investigate Illegal Appropriation of "Mezhyhiria" Government´s Residence by Viktor Yanukovych. V. Ariev stated that the Factions had the grounds to presume that "Mezhyhiria" Government´s Residence had been illegally privatized, the law being gravely violated.

 

The People´s Deputies rejected the appeal (118 votes).

 

The Parliament members resumed scrutiny of the Draft Resolution "On setting up the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Circumstances and Reasons of Inefficient State Property Administration in the Agricultural Sector".

 

The Resolution was passed by 199 votes.

 

The People´s Deputies resumed scrutiny of the Bill on Amendments to certain Laws of Ukraine regarding Prevention of and Fight against Corruption. The Bill was adopted as a basis by 239 votes.

 

The Bill was adopted in its entirety by 241 votes. 

 

The People´s Deputies scrutinized the Bill on Amendments to certain Legislative Acts of Ukraine (re Overcoming of the Negative Consequences of the Financial Crisis).

 

The Verkhovna Rada adopted the Bill as a basis by 229 votes.

 

After the recess, the Chair made an announcement. He reported that on 6 November 2009, V.M.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, received the materials signed by People´s Deputy A.Parubiy concerning withdrawal of Mykola Volodymyrovych Martynenko from the office of the Head of "Our Ukraine-People´s Self-Defence" Faction. However, the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine concluded that the copies of materials submitted by A.Parubiy failed to be properly drawn up.    

 

People´s Deputy Olena Shustik presented the Draft Resolution "On setting up the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to draft the Concept of the Judicial-Legal Reform". Pursuant to the Resolution, the Temporary Inquiry Panel shall be in charge of drafting the concept of the judicial-legal reform.

 

The Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine upheld the proposal. 

 

The Draft Resolution was adopted as a basis by 239 votes and in its entirety by 255 votes.

 

Then the People´s Deputies had to scrutinize two Bills appertaining to the activity of the coal-mining enterprises: on Amendments to the Law "On Restoration of Debtor's Solvency or Recognition of Debtor's Bankruptcy" and on Amendments to the Law "On Restoration of Debtor's Solvency or Recognition of Debtor's Bankruptcy" (Prohibition of Bankruptcy Case Initiation). People´s Deputy D.Vetvytsky, author of the latter Bill, withdrew the Bill.

 

The Verkhovna Rada adopted the former Bill as a basis and in its entirety by 378 votes. 

 

The Parliament members discussed the Draft Resolution on the Strength and Composition of the National Radiation Protection Commission on Ukraine". 

 

The Resolution was adopted by 323 votes.

 

Then the People´s Deputies scrutinized and adopted the Draft Resolution "On General Prosecutor Office of Ukraine and Ministry on Internal Affairs of Ukraine Report regarding the Law Enforcement Agencies Activity due to the Spread of the Information in Mass Media on Numerous Criminal Actions against Sexual Liberty and Sexual Immunity of Minors".

 

The Bill on Amendments to certain Legislative Acts of Ukraine (re the Concessionaires´ Rights) was adopted as a basis.

 

The Verkhovna Rada adopted the Law "On Adoption of the State Program on Oncologic Diseases Prevention for the Period till 2016".

 

In the end of the morning plenary meeting, the People´s Deputies scrutinized two Bills on volunteering, submitted by the Government and People´s Deputy I.Yeresko. Both Bills were rejected.

 

According to the session schedule, this plenary meeting was the last one in 2009. Hence, Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, sent his greetings to the public and the People´s Deputies and wished them all the best in the new year. Then the meeting was adjourned.   

 

The next plenary meeting of the fifth session will be held on Tuesday, 19 January 2010.
