PLENARY MEETINGS OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 15 DECEMBER

 

Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, presided over the plenary meeting. He briefed on the results of work of The Verkhovna Rada at the plenary meetings on 1-4 December 2009. 

 

The representatives of Deputy Factions presented their announcements, reports and proposals.

 

The People´s Deputies scrutinized the amendments to the Law "On the State Budget of Ukraine for 2009" (re Funding of Justice).

 

The People´s Deputies upheld four amendments and passed the Bill at the Second Reading and in its entirety by 372 votes.

 

The Parliament members also scrutinized the Bill on amendments to the Law "On the State Budget of Ukraine for 2009" (re Funding of Anti-Influenza Actions).  The Bill raises the expenditures for the anti-influenza measures from UAH 200 million to UAH 608,2 million, UAH 330,3 million of which to be allocated to the Ministry on Public Health, and UAH 277,9 million to be used as the subvention to the local budgets.

 

The People´s Deputies upheld the amendments by 232 votes. The Bill was adopted at the Second Reading and in its entirety by 246 votes. 

 

Then the People´s Deputies were to scrutinize the adjusted Bill on the State Budget of Ukraine for 2010.  However, Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, stated that the Cabinet of Ministers had failed to bring the Bill before Parliament, having neglected its Constitutional function.

 

The Bill on Amendments to the Law "On Elections of the President of Ukraine" was put on the agenda.

 

The Parliament members scrutinized the Bill "On Amendments to certain Laws of Ukraine regarding Alleviation of Entrepreneurship Conditions in Ukraine", adopting it at the Second Reading and in its entirety by 349 votes.

 

Then the People´s Deputies discussed two Bills aimed at the enhancement of effective legislation in the field of social security of persons with disabilities. The Bill "On Amendments to certain Laws of Ukraine regarding Supply of Persons with Disabilities with Motor Cars" was adopted at the Second Reading and in its entirety by 342 votes. The Bill on the Supplements to the Law "On the Principles of Social Security of the Persons with Disabilities in Ukraine" (re Free Parking) was adopted as a Basis.   

 

The Verkhovna Rada rejected the Bill on Amendments to the Law "On Taxation System" (re the Procedure of submitting and scrutinizing the Bills on Taxation).

 

The Parliament members supplemented the agenda with three Bills: on Amendments to the Law "On the State Budget of Ukraine for 2009" (re Increase of Expenditures for the Medical Treatment of Citizens Abroad), "On Amendments to the Law "On the State Budget of Ukraine for 2009" (re Financial Stabilization of Coal-Mining Enterprises) and "On Amendments to the Law "On the State Budget of Ukraine for 2009" (re Repayment of Debts of Coal-Mines for the Electricity Consumed).

 

The first Bill was adopted at the Second Reading and in its entirety by 389 votes, the other two being adopted as a basis.

 

Then the morning plenary meeting was adjourned.

 

At the afternoon plenary meeting, the People´s Deputies resumed scrutiny of the agenda issues. They discussed the adjusted Draft Resolution on the Annual Report of The Verkhovna Rada of Ukraine Ombudsperson concerning Observance and Protection of Human Rights and Liberties in Ukraine.   

 

The Draft Resolution was rejected.

 

Nestor Shufrych, Head of the Temporary Inquiry Panel, presented the Report of Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Circumstances of the Incident with the Minister of Internal Affairs of Ukraine, Yu.V.Lutsenko, in Frankfurt on Main, Germany, and to instigate other possible violations on his part. He stated that the Panel´s work had been blocked, the meetings being not held.

 

The Parliament members also listened to the report of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Circumstances of the Incident with the Minister of Internal Affairs of Ukraine, Yu.V.Lutsenko, in Frankfurt on Main, Germany, on 4 May 2009. The report was presented by Roman Zabzaliuk, Head of the Panel. He stated that the Panel had held four meetings, having questioned Yu.V.Lutsenko, Minister of Internal Affairs of Ukraine, and other high-ranking officials.  

 

Roman Zabzaliuk stated that the Panel had not received any documents to confirm the incident with the involvement of Yu.V.Lutsenko, Minister of Internal Affairs of Ukraine.

 

The Verkhovna Rada terminated the work of both Temporary Panels on the grounds of their reports.

 

Ivan Vernydubov presented the report of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Unauthorized Occupation of Land Plots, Illegitimate Construction of Residential, Business and Entertainment Centers in the City of Simferopol and Passivity of the Law-Enforcement Bodies.

 

The People´s Deputies rejected a relevant Draft Resolution on the grounds of the report, terminating the work of the Panel.

 

Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, declared the afternoon plenary meeting adjourned.

 

The next plenary meeting of the fifth session will be held on Wednesday, 16 December.
