ANOTHER PLENARY WEEK OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF THE SIXTH CONVOCATION CONCLUDED ON FRIDAY, 20 NOVEMBER
Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, declared the meeting open and informed the People´s Deputies about the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on 19 November.
The BYuT and Our Ukraine-People´s Self-Defence Factions insisted on announcing a recess, after the Chair launched scrutiny of the budget conclusions of The Verkhovna Rada to the Bill on the State Budget of Ukraine for 2010.
The Chair repeatedly announced scrutiny of the budget proposals and conclusions. The members of the BYuT Faction gathered around the lectern.
O.Lavrynovych addressed them with a request to return to their seats. He stated that the presidium had received an appeal of two Factions concerning dismissal of the First Vice-Chairman of The Verkhovna Rada of Ukraine from conducting the plenary meeting due to the violation of the Standing Orders.
The People´s Deputies rejected the appeal of the two Factions (180 votes) and started to scrutinize the proposals of the Budget Committee to the Bill on the State Budget of Ukraine for 2010.
Neither of the proposals was supported.
The Chair stated that there were three Draft Resolutions on agenda, apart from the Draft Resolution on Approval of Conclusions and Proposals to the Bill on the State Budget of Ukraine for 2010. He put the first Draft Resolution to the vote.
The People´s Deputies upheld the Resolution by 241 votes and forwarded the Bill on the State Budget of Ukraine for 2010 for further drafting.
The People´s Deputies rejected the Draft Resolution on Demarcation of Krasnoperekopsk city and Krasnoperekopsk district of the Crimean Autonomous Republic.
The recess was announced at the request of the BYuT and Our Ukraine-People´s Self-Defence Factions.
People´s Deputy O.Liashko explained the grounds for the recess: the Factions wanted to draw attention to the voting for the amendments to the Bill on the State Budget of Ukraine for 2010.
In the end of the plenary meeting, the People´s Deputies presented their announcements, appeals and proposals.
On 23-27 November the Parliament members will work with the electors.
The next plenary meeting of the fifth session will be held on Tuesday, 1 December.
