PLENARY MEETINGS OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 17 NOVEMBER

 

Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, opened the meeting and informed the attendants about the results of work of The Verkhovna Rada at the plenary meetings on 3-6 November.

 

Representatives of the Deputy Factions presented their appeals, announcements and proposals.

 

The People´s Deputies upheld the proposal of the Conciliative Council that the Bills on the State Program of Economic and Social Development of Ukraine for 2010 and on the State Budget of Ukraine for 2010 be the first to scrutinize.

 

The People´s Deputies did not supplement the agenda with the Draft Resolution on Recall of Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine (177 votes).

 

O.Lavrynovych answered the question of People´s Deputy A.Matvienko, stating that V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, will not conduct plenary meetings on the grounds of his appeal for the period of election campaign. At the sitting of the Conciliative Council, V.Lytvyn announced that he would not conduct the plenary meetings till the end of the election campaign, as he would be on leave. However, O.Lavrynovych has not seen the appeal itself.   

 

The People´s Deputies voted for the elimination of discrepancies in the text of the Law "On Amendments to certain Laws of Ukraine" (re Authorities of the Constitutional Court of Ukraine, Peculiarities of Constitutional Proceedings and Prevention of Abuse of the Right for a Constitutional Appeal) adopted on 05.11.2009. The corresponding amendments being introduced, the Parliament members started to scrutinize the Bills at the Second Reading. 

 

Volodymyr Moisyk, Chairman of the Sub-Committee of the Committee on Legislative Support of Law Enforcement, presented the Bill "On Amendments and Supplements to certain Laws of Ukraine" (re Struggle with the Distribution of Child Pornography).

 

The People´s Deputies adopted the Bill at the Second Reading and forwarded it for further drafting to introduce one essential amendment.

 

Since the latter Bill had been forwarded to the profile Committee to be drafted for the Third Reading, the scrutiny of another Bill on Amendments to the Criminal Code of Ukraine (re Protection of Public Morality) was postponed, as two Bills are closely connected and require a simultaneous consideration.  

 

The Verkhovna Rada adopted the following Laws: on Amendments to certain Laws of Ukraine due to Ratification of the Amendment to the Convention on Physical Protection of Nuclear Material; on Amendments to the Civil Code of Ukraine regarding the Compensation for Moral Damage; on Amendments to certain Legislative Acts of Ukraine regarding Prevention of Illegitimate Amalgamation and Seizure of Enterprises; on Amendments to the Law of Ukraine "On the National Television and Radio Broadcasting Council of Ukraine"; on Amendments to the Law of Ukraine "On the State Aid to the Families with Children"; on Physical Culture and Sports; on Amendments to certain Laws of Ukraine (regarding the Development of Labour Activity of the Convicted).

 

The Bill on Amendments to the Law "On Licensing of certain Types of Economic Activity" (re Terms of Licensing) was forwarded for further drafting.

 

The Bill on Amendments to the Decree of the Cabinet of Ministers of Ukraine "On State Dues" was rejected.

 

The Verkhovna Rada passed a Resolution "On Holding of the Parliamentary Hearings on the Topic "On the Status of Freedom of Speech in the Regional Mass Media" on 2 December 2009.

 

The People´s Deputies repeatedly scrutinized a number of Bills with the President´s proposals.

 

The veto imposed by the President of Ukraine on the Law "On Alienation of Land Plots in Private Property for the Social Needs and on the Grounds of Social Necessity" was overridden.

 

The Verkhovna Rada did not override the President´s veto on the following Laws: on the State Land Cadastre, on the National Referendum; on Amendments to certain Laws of Ukraine (re Prevention of Bribery); on Amendments to the Law of Ukraine "On Amendments to certain Laws of Ukraine due to Adoption of the Civil Code of Ukraine or Their Recognition as invalid".   

 

At the afternoon plenary meeting, the People´s Deputies resumed scrutiny of the Laws with the President´s proposals. 

 

The Verkhovna Rada overrode the President´s veto and repeatedly adopted the Law "On Amendments to several Laws of Ukraine regarding Regulation of Social Protection of People that reside in the Monitoring Areas of Enterprises that extract Uranic Ores, and manufacture Nuclear Facilities and Units related to Nuclear Waste Treatment" (352 votes).

 

The People´s Deputies repeatedly adopted the Law "On Ukraine's Accession to the European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways" with all the Protocols and Supplements (343 votes).  

 

The following Laws were cancelled: "On Protection of Citizens´ Property Rights during the Period of overcoming Financial Recession in the Economy of Ukraine",  "On Amendments to certain Laws of Ukraine regarding Licensing of Activity related to the Design, Production, Sale and Maintenance of Technical and other Rehabilitation Aids of the Disabled, and Rendering of Relevant Maintenance Services", "On Amendments to Clause 9 of the Law of Ukraine "On Licensing of certain Types of Economic Activity regarding Aircraft Construction". 

 

In the end of the afternoon plenary meeting, the People´s Deputies discussed the Bill on Amendments to certain legislative Acts of Ukraine regarding Governmental Support of Aircraft Construction in Ukraine.

 

The Bill was adopted as a basis by 291 votes.

 

The Chair declared the meeting adjourned.

 

The next plenary meeting of the Fifth Session will be held on Wednesday, 18 November.
