THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, 18 NOVEMBER
Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, declared the morning meeting open and informed the attendants about the results of work of The Verkhovna Rada at the plenary meetings on 17 November.
The People´s Deputies presented their announcements, proposals and appeals and started to scrutinize the agenda issues.
The Parliament members repeatedly scrutinized the Law "On Amendments to the Law of Ukraine "On Radio Frequency Resource of Ukraine" (re Effective Use of Radio Frequency Resource) with the President´s motions.
The reporter stated that the Law presupposed possible, not mandatory, re-registration of the license for using radio frequency resource of Ukraine, which still admits denial in re-registration. However, the Law fails to determine the grounds for re-registration denial.
The Verkhovna Rada overrode the President´s veto and re-adopted the Law by 380 votes.
The People´s Deputies scrutinized President´s motions to the Law "On Normative-Legal Acts". The Law was adopted in a new version by 366 votes.
The Verkhovna Rada ratified the Agreement between Ukraine and the Syrian Arab Republic concerning Legal Relations and Mutual Legal Assistance in Civil and Criminal Cases.
The Party of Regions and the CPU Factions requested a recess. Serhiy Ryzhuk, representative of the Party of Regions Faction, took the floor. He declared the existence of "large-scale corruption schemes of the high-ranking officials aimed at public funds plundering". S. Ryzhuk presented data concerning misuse of funds, considering it as "corruption by the sale of public reserves by the State Committee for State Material Reserve".
According to the People´s Deputy, "the State budget losses only from the sale of public reserves totaled UAH 550 billion". He declared "a smooth procedure of budget funds plundering on the part of the State Committee for State Material Reserve through paper corporations".
S. Ryzhuk requested that his speech be considered a deputy inquiry and addressed the Prosecution General with a request to verify the data presented.
The People´s Deputies ratified the Convention between Ukraine and the Great Socialist People's Libyan Arab Jamahiriya concerning Prevention of Double Taxation and Income Tax Evasion and the Convention between the Government of Ukraine and the Government of the Islamic Republic of Pakistan concerning Prevention of Double Taxation and Income Tax Evasion.
The following Draft Resolutions were rejected: on approval of documents concerning land plots location and on demarcation of Krasnoperekopsk city and Krasnoperekopsk district of the Crimean Autonomous Republic.
People´s Deputy Yuriy Karmazin presented the Draft Resolution on certain Issues concerning Administration of Property of The Verkhovna Rada of Ukraine. This Draft Resolution returns the state property that had supported activity of The Verkhovna Rada of Ukraine and had been illegally alienated into the ownership of The Verkhovna Rada of Ukraine Secretariate.
The Draft Resolution was adopted in its entirety by 343 votes.
Then the morning plenary meeting was adjourned.
