ON THURSDAY, 5 NOVEMBER, THE PLENARY SITTING OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
The Chairman of the Verkhovna Rada of Ukraine, V. Lytvyn at the beginning of the morning sitting informed on the results of the work of the Verkhovna Rada during the plenary meetings on 4 November
The People´s Deputies started the scrutiny of the agenda issues.
The elaborated Resolution "On the Situation due to the Spreading of Flu Epidemics and Pandemic Influenza А (Н1N1), and Immediate Measures to be taken to prevent its Spreading" was introduced by T. Bakhteeva, the Chairperson of the Committee on Health Protection.
Pursuant to the Resolution, the Cabinet of Ministers of Ukraine is supposed to immediately provide the implementation of the Order of the President of Ukraine from 31 October 2009 № 887/2009 "On Resolution of National Security and Defense Council from 30 October 2009 "On Immediate Actions regarding the provision of National Security under the Conditions of Pandemic Influenza Outburst in Ukraine" and adopted by the Government decisions aimed at the prevention of influenza A type (H1N1) and respiratory disease spread.
According to the Resolution, the Government is obliged to provide strict control for the correct use of funds aimed at the epidemic overcoming and in one-week term adopt register of Sanitary Protection of the Territory of Ukraine Rules. The Government also is supposed to elaborate common approaches regarding the information on development of epidemic situation, caused by the spread of influenza epidemic of pandemic influenza A type (H1N1).
The Government is obliged with the urgent solution of the issue on purchase of artificial pulmonary ventilation equipment of foreign production.
The document also envisages control for the availability of medicines and individual protection means and their prices in chemist´s shops.
According to the Resolution the Government is supposed to weigh in the year 2009 direction of not less then UAH 500 million to the regions in order to use then on mentioned measures.
Pursuant to the Resolution, from the 1 November 2009, monthly additional payments should be introduced for the medical workers.
The Resolution commissions the General Prosecution with the investigation of the reasons of the numerous deaths among the population cased by influenza.
Pursuant to the Resolution the Verkhovna Rada of Ukraine Committees on Health Protection Matters and Budget Matters are charged with the strict control for the correct funds administration aimed at the epidemic overcoming of influenza A type (H1N1) and respiratory disease spread and supervision for the sick people treatment
The Verkhovna Rada of Ukraine has adopted the Resolution by 424 votes.
Parliamentarians included into the agenda pf the fifth session the bills on amendments to certain legislative acts of Ukraine (re the healthy way of life) and on amendments to certain laws of Ukraine (re strengthening of the supervision for the sell of alcohol beverages and tobacco goods).
The People´s Deputies scrutinized amendments to certain number of bills in the second reading.
The Verkhovna Rada of Ukraine has adopted in entirety the bills: On Amendments to certain Laws of Ukraine regarding the Protection of Citizens´ Labour Rights; The Verkhovna Rada of Ukraine has adopted the Law "On Amendments to certain Laws of Ukraine regarding the Protection of Citizens´ Labour Rights"; On Amendments to certain Legislative Acts of Ukraine (re Simplification of the Procedure of Land Property Rights Acquisition); On Construction Norms; On Amendments to certain Laws of Ukraine" (re Authorities of the Constitutional Court of Ukraine, Peculiarities of Constitutional Proceedings and Prevention of Abuse of the Right for a Constitutional Appeal).
During the evening sitting, the People´s Deputies continued the scrutiny of the Bills in the second reading.
AS a result of scrutiny in its entirety were adopted the Bills on Amendments to the Laws"On Museums and Museums Activity" and on frontier control.
The People´s Deputies started the scrutiny of the Housing Code in the repeated fist reading.
The People´s Deputies would continue the scrutiny of the Code during the plenary meeting on Friday, 6 November.
