ANOTHER PLENARY WEEK OF THE FIFTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONCLUDED ON FRIDAY, 6 NOVEMBER
In the beginning of the plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed about the results of work of The Verkhovna Rada at the plenary meetings on 5 November and read out deputies´ inquiries.
The Parliament members amended the agenda of the sitting. The Bills on preventing and fighting Legalization (Laundering) of Illegally Obtained Income and Terrorism Funding and on Amendments to the Law "On the State Budget of Ukraine for 2009" were scheduled for scrutiny after the Draft Housing Code.
The recess was announced at request of the BYuT and "Our Ukraine-People´s Self-Defence" Factions.
Borys Tarasiuk, representative of "Our Ukraine-People´s Self-Defence" Faction, explained the grounds for the recess. He informed about the inquiry held by the working group including People´s Deputies B.Tarasiuk, R.Zvarych and A.Matvienko. At request of the political council of the Bloc and the Faction, the working group verified the protocol of the faction sitting concerning dismissal of Mykola Martynenko from the office of Faction Chairman. According to Borys Tarasiuk, 10 violations in the registration of the protocol have been detected.
B.Tarasiuk stated that the protocol had been signed only by 8 members of the Faction who unanimously supported dismissal of the Faction Chairman. He believes it confirms that the protocol is forged.
B.Tarasiuk stated that the so-called protocol had been registered in improper way, contradicting the Decree on Paperwork at The Verkhovna Rada.
The People´s Deputies upheld the proposal of O.Yefremov, Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, to continue the plenary meeting until the Draft Housing Code, the Bills on preventing and fighting Legalization (Laundering) of Illegally Obtained Income and Terrorism Funding and on Amendments to the Law "On the State Budget of Ukraine for 2009" are scrutinized.
The People´s Deputies resumed scrutiny of the Draft Housing Code of Ukraine launched at the previous plenary meeting.
The reporters stated that the Housing Code clearly determines the procedure of housing purchase and acquisition, defines the category of the population to obtain the housing. According to the reporters, the Draft Code also settles the crucial matter concerning housing provision of the youth. The Draft Code determines the sources to serve as the grounds for relevant normative acts.
The opponents of the Draft Code called for implementing the effective Housing Code instead of "devising new frauds with it".
The Draft Housing Code was adopted as a basis by 368 votes.
Parliamentarians have scrutinized the amendments to the Bill on Amendments to the Law "On preventing and fighting Legalization (Laundering) of Illegally Obtained Income"
The Bill was introduced by Stanislav Arzhevitin, the First Vice-Chairman of the Committee on Finance and banking Activity.
The Law is aimed at the protection of the protection of the legal interests and rights of citizens, society and state through the defining of the legal mechanism of fighting against legalization (money laundering) of income received illegally or financing of terrorism and formation of multi-source analytical information that enables law enforcing bodies of Ukraine and foreign states detect, check and investigate crimes connected with legalization (money laundering) of money received illegally and other illegal operations.
The Bill is spread on the citizens of Ukraine, foreigners and persons without citizenship and also juridical persons, its subsidiaries etc. To the legalization (money laundering) of income received illegally, according to the Bill, belong any actions connected with the funds (property), received as a result of a crime, and aimed at the concealing of the income source or abetment to the accomplice.
According to the Bill it is implemented that the subjects of primary finance monitoring are: banks, insurance and other finance institutions; clearing institutions, professional participants of currency markets, except stock exchanges, post connection operators, realtors, market participants etc. To the subject of the state monitoring belong: National Bank of Ukraine, Ministry on Finance of Ukraine, State Commission on Regulation of Financial Service Market of Ukraine, Specially Authorized Body.
The People´s Deputies have adopted the Bill in the second reading and in its entirety by 393 votes.
The Bill on Amendments to the Law "On the State Budget of Ukraine for 2009" (re Payment of Pensions and Social Aids at the Increased Rates) was reported by Oleksandr Shlapak, the Firs Vice-Chairman of the President of Ukraine Secretariat.
The Bill increases expenditures of the State Budget by the program "Coverage of the Deficit of the Pension Fund of Ukraine for the Payment of Pensions" by UAH 717 million. The Bill also increases the amount of State Budget subventions to the local budgets for the payment of aids to the families with children, low-income families, the disabled from birth and the disabled children, and the payment of temporary governmental aid to the children by UAH 100 million. The increase of the expenditures shall be covered by a corresponding decrease in the funding of expenditures for the domestic national debt servicing.
The Verkhovna Rada has adopted the Bill as a basis and in its entirety as a Law by 246 votes.
The People´s Deputies of Ukraine passed the Resolution "On Postponement of the Parliamentary Hearings on the Topic "National Identity of Ukraine under the Conditions of Globalization Challenges: Problems and Ways of Preservation." The People´s Deputies postponed the parliamentary hearings on the topic "National Identity of Ukraine under the Conditions of Globalization Challenges: Problems and Ways of Preservation", envisaged by The Verkhovna Rada of Ukraine Resolution of 25 June 2009, from 11 November to 9 December 2009.
Oleksandr Lavrynovych, the First Vice-Chairman of the Verkhovna Rada of Ukraine informed on the recall of Mykola Martynenko from the office pf "Our Ukraine People´s Self Defence" Faction Chairman due to the written appeal of 38 faction members from 6 November 2009.
The sitting was closed.
9-13 November People´s Deputies will be working in the Committees, Commission and Factions.
Next Plenary Meeting would be held on 17 November.
