ON WENDESDAY, 4 NOVEMBER, THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and briefed on the results of work of The Verkhovna Rada at the plenary meetings on 3 November. 

 

The People´s Deputies presented their motions, announcements and appeals and started to scrutinize the issues of the agenda.

 

People´s Deputy Valeriy Krainiy presented the Bill on Amendments to certain Laws of Ukraine (re Taxation of Income from Reimbursement of Used Goods).

 

V.Krainiy suggested introducing "a fair taxation system" to expose income of individuals and legal entities, enhance competitive ability of the national business, harmonize taxation legislation of Ukraine with the EU legislation and secure further integration of Ukraine into the global economy.  

 

The People´s Deputy believes that adoption of the Bill will make the market of used goods, esp. transport vehicles, transparent. It will also enable dealers to supply customers with quality and safe used goods.

 

The People´s Deputies supported the Bill. The reporters stated that its adoption would facilitate development of an actual sector of economy, support domestic producers and protect citizens´ property rights.

 

The Bill was adopted as a basis by 374 votes.

 

People´s Deputy Vitaliy Khomutynnik presented the Bill on Amendments to certain Laws of Ukraine regarding Prevention of Influence of the Financial Crisis on the Insurance Market of Ukraine. He stated that "it is an anti-crisis Bill drafted to regulate a number of important matters to stabilize situation in the branch". The Bill was rejected.

 

Natalia Korolevska, Chairman of the Committee on Industrial and Regulatory Policy and Entrepreneurship, presented the Bill on Amendments to certain Laws of Ukraine regarding Simplification of Conditions for doing Business in Ukraine. She stressed: "Business will not develop in our country, unless the licensing system is reformed. There will be no middle class and no workplaces".

 

The People´s Deputies adopted the Bill at the First Reading by 305 votes. 

 

Natalia Korolevska presented the Bill "On Basic Principles of Cooperation between the State and the Private Partners".

 

The People´s Deputies stressed the importance of this Law for the further development of relations between the State and the private partners. 

 

The Bill was adopted as a basis by 293 votes.

 

The Parliament members scrutinized a number of Bills appertaining to the enhancement of legislation on elections of the President of Ukraine.

 

People´s Deputy Serhiy Podhorny, author of one of the Bills, withdrew his Bill from the scrutiny.

 

Valeriy Pysarenko and Olena Lukash, People´s Deputies of Ukraine, presented the Bills. Maryna Stavniychuk, Deputy Head of the President´s Secretariat, presented the Bill submitted by the President of Ukraine.

 

The reporters stated that the three Bills resembled one another for 70-80%. The Bills differ in crucial points. Thus, O.Lukash stated that the Bill set the periods when the appeals concerning establishment of ordinary polling station shall be submitted to the district electoral committees. It introduced the institute of officials observers on behalf of public organizations, eliminated discrepancies in the Code of Administrative Legal Proceedings of Ukraine regarding jurisdiction of administrative cases, determined investigative jurisdiction of the prosecution bodies concerning criminal cases related to the voting of electors.

 

Maryna Stavniychuk, Deputy Head of the President´s Secretariat, stated that the President of Ukraine suggested eliminating discrepancies in the Law "On Elections of the President of Ukraine", taking into account resolutions of the Constitutional Court, recommendations of the Venetian Commission and the OSCE Office for Democratic Initiatives and Human Rights. The recommendations regulate the maximum number of electors at the polling stations, which shall be harmonized with the electoral legislation, and specify the classification of polling stations. The Bill submitted by the President of Ukraine refers the procedure of court appeal to the jurisdiction of the Code on Administrative Legal Proceedings, excluding all the regulations regarding court appeal from the Law "On Elections of the President of Ukraine".

 

The Verkhovna Rada adopted the Bill submitted by the President of Ukraine by 227 votes.

 

In the end of the plenary meeting, the People´s Deputies scrutinized the Bill on Amendments to the Code of Administrative Legal Proceedings of Ukraine" (re Elimination of Discrepancies in the Procedure of appealing against the Results of the National Elections), adopting it as a basis and in its entirety.

 

Then the morning plenary meeting was adjourned.

 

The next plenary meeting of the fifth session will be held on Thursday, 5 November.
