THE EXTRAORDINARY SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON FRIDAY, 24 JULY
The session was launched with a delay. The People´s Deputies from the Party of Regions blocked the presidium and the lectern before the beginning of the session.
The Parliament´s work being unblocked at 11.40 a.m., the Chairman of The Verkhovna Rada of Ukraine opened the extraordinary session.
The Chairman stated that the Conciliative Council suggested scrutiny of sixth issues.
V.Lytvyn also stated that the Conciliative Council resolved to give floor to the representatives of the BYuT and the Party of Regions Factions.
Ivan Kyrylenko, leader of the BYuT Faction, addressed the Party of Regions with a request not to insist that the Bill on Amendments to the Law "On the State Budget of Ukraine for 2009" (re the Rates of Minimum Living Wage and the Rate of Minimum Wage" be scrutinized.
He suggested supplementing the agenda with the Draft Resolution on Immediate Measures to be taken to stabilize the Situation in the Agro-Industrial Complex of Ukraine.
V.Lytvyn read out the agenda one more time and put it to the vote. The People´s Deputies upheld the Bill by 361 votes. В
Serhiy Podhorny, Chairman of the Sub-Committee of the Committee on State Building and Local Self-Government, presented the Bill on Amendments to certain Legislative Acts concerning Elections of the President of Ukraine.
The People´s Deputies scrutinized the amendments to the Law and adopted the Bill at the Second Reading and in its entirety as a Law by 316 votes.
Yuriy Poluneyev, Secretary of the Committee on Finance and Banking, presented the Bill on Amendments to certain Legislative Acts of Ukraine regarding Peculiarities of Financial Restructuring of Banks.
The Verkhovna Rada of Ukraine adopted the Bill at the Second Reading and in its entirety by 322 votes.
Scrutiny of the Bill on Amendments to certain Laws of Ukraine regarding Minimization of Influence of the Financial Crisis on the Development of the National Industry was postponed at the request of N.Korolevska, Chairman of the Committee on Industrial and Regulatory Policy and Entrepreneurship.
People´s Deputy Oleksandr Lavrynovych presented the Bill on Amendments to certain Laws of Ukraine regarding Authorities of the Constitutional Court of Ukraine, Peculiarities of Constitutional Proceedings and Prevention of Abuse of the Right for a Constitutional Appeal.
The Verkhovna Rada of Ukraine adopted the Bill at the First Reading by 320 votes.
At the end of the meeting, the Parliament members scrutinized the Draft Resolution on Immediate Measures to be taken to stabilize the Situation in the Agro-Industrial Complex of Ukraine.
The Draft Resolution was rejected (115 votes).
The Chairman closed the extraordinary session.
