AN EXTRAORDINARY PLENARY MEETING OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON WEDNESDAY, 1 JULY
Before the plenary meeting was launched, the representatives of the Party of Regions blocked the Presidium and the lectern.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting at 11.30 a.m. after the work of the Parliament was unblocked.
The Chairman stated that the extraordinary meeting was held due to the registered initiative of 151 People´s Deputies which complies with the requirements of Part 2, Clause 83 of the Constitution of Ukraine.
V.Lytvyn stated that the participants of the Conciliative Council held prior to the beginning of the plenary meeting, formed the schedule and the procedure of work.
Oleh Liashko, Deputy Chairman of the Committee on Budget, announced the resolution of the Committee concerning the Bill on Amendments to the Law "On the State Budget of Ukraine for 2009" (re the Rate of a Living Wage and the Minimum Wage).
The People´s Deputies rejected the proposal concerning adoption of the Bill at the Second Reading and in its entirety, and passed a resolution on setting up a working group in charge of further drafting of the Bill.
The People´s Deputies scrutinized two Bills on Amendments to the Law "On the State Budget of Ukraine for 2009" and "On the National bank of Ukraine".
People´s Deputy Andriy Kozhemiakin presented the second Bill that was adopted as a basis and in its entirety by 373 votes.
Then the People´s Deputies scrutinized the Bill on Amendments to certain legislative acts of Ukraine concerning elections of the President of Ukraine.
People´s Deputy Andriy Portnov presented the Bill. The Bill was adopted as a basis by 367 votes.
Then the recess was announced. The representatives of the Party of Regions blocked the Presidium and the lectern.
The Parliament´s work being unblocked, the Chairman of The Verkhovna Rada announced the results of the Conciliative Council held during the recess.
The Chairman stated: "If a proposal concerning an extraordinary meeting of The Verkhovna Rada is submitted, which requires 150 signatures or a resolution of the Conciliative Council, we will be obliged to hold a relevant extraordinary meeting within three days". He believes that another extraordinary meeting will be held within the current week. Otherwise, the sitting of the Conciliative Council will be held on Monday to determine the schedule of work for the next plenary week.
Then, the extraordinary plenary meeting was closed.
