AN EXTRAORDINARY PLENARY MEETING OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON FRIDAY, 3 JULY
Before the plenary meeting started, representatives of the Party of Regions Faction blocked the Presidium and the lectern.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting at 10.25 a.m. after the work of The Verkhovna Rada of Ukraine had been unblocked.
The Chairman informed the attendants about the registered initiative of 152 People´s Deputies concerning holding of an extraordinary plenary meeting, which complies with the requirements of Part 2, Clause 83 of the Constitution of Ukraine. According to the Chairman, he was addressed by 150 People´s Deputies to specify the agenda. The proposal was taken into account.
According to V.Lytvyn, personnel issues, the Bill on Amendments to the Constitution of Ukraine regarding Restriction of Deputy´s Immunity, the matter concerning early termination of authorities of People´s Deputy V.O.Lozinsky were suggested for scrutiny.
The Chairman informed about the results of the Conciliative Council. Thus, the Party of Regions Faction suggested that only one matter early termination of authorities of People´s Deputy V.O.Lozinsky be scrutinized that day.
The Chairman suggested the said matter for the scrutiny. Oleksandr Yefremov, Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, presented the issue under scrutiny. He stated that on 1 July, The Verkhovna Rada received a submission of the Prosecutor General of Ukraine concerning the consent for the institution of criminal proceedings, detention and arrest of Viktor Oleksandrovych Lozinsky, People´s Deputy of Ukraine.
The reporter stated that on 2 July, People´s Deputy V.O.Lozinsky filed in his resignation.
O. Yefremov stated: "As the appeal was received only in the morning, I prepared a Draft Resolution on the Early Termination of Authorities of V.O.Lozinsky, People´s Deputy of Ukraine".
Answering the questions of the People´s Deputies, O. Yefremov stated that the Committee on Rules of Parliamentary Procedure had no possibility to scrutinize the said Draft Resolution. However, it complies with the requirements of the Standing Orders and is brought forward before Parliament.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stated that the submission of the Prosecutor General of Ukraine had to be scrutinized at The Verkhovna Rada within a month.
However, the grounds for the immediate adoption of a resolution concerning People´s Deputy V.O.Lozinsky were available. The Chairman read the appeal out.
The People´s Deputies upheld the relevant Draft Resolution by 415 votes.
The Chairman announced a recess in the meeting. After the recess V.Lytvyn stated that the proposals that had been scrutinized at the sitting of the Conciliative Council were controversial. Therefore, a resolution to close the extraordinary meeting was adopted.
The Chairman closed the extraordinary plenary meeting.
The next plenary meeting of the Fourth Session will be held on Tuesday, 7 July.
