PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 25 JUNE
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and informed the People´s Deputies about the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on 24 June.
The Chairman stated that the BYuT and "Our Ukraine-People´s Self-Defence" Factions insisted that they be given a floor without a recess announced.
Oleksandr Yefremov, Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, presented the Draft Resolution "On the Schedule of the Fifth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation".
Pursuant to the Resolution, the work of the fifth session of The Verkhovna Rada of Ukraine will be launched on 1 September. The opening of the session, work at the committees, panels and factions is scheduled for this day. The fifth session will conclude its work on 22 January 2010.
During the fifth session, the People´s Deputies will work 10 weeks in plenary regime, 7 weeks at the committees, panels and factions, 4 weeks with the electors. At the Friday´s planery meetings, it is planned to hold a Government Question-Hour (10 government-question-hours in total).
The People´s Deputies upheld the Draft Resolution by 384 votes.
The Verkhovna Rada of Ukraine passed the Resolution "On the Holding of Parliamentary Hearings "National Identity of Ukraine under the Conditions of Globalization Challenges: Problems and their Settlement" in November 2009".
People´s Deputy Mykhailo Papiev presented the Bill on Amendments to the Law "On the State Budget of Ukraine for 2009" (re Rates of Minimum Living Wage and Minimum Wage).
The Bill on Amendments to the Law "On the State Budget of Ukraine for 2009" (re Rates of Minimum Living Wage and Minimum Wage) was adopted as a basis by 243 votes.
Then the People´s Deputies included the Bill on Amendments to the Law "On the State Budget of Ukraine for 2009" (re Regulatory Policy, Payment for Public Utilities and Participation in Peace-Making Operations) into the agenda.
The Bill was adopted as a basis by 236 votes.
Then the People´s Deputies included the Draft Resolution "On the Celebration of the 20th Anniversary of Formation of the People´s Movement of Ukraine for Restructuring" into the agenda and adopted it.
Two Draft Resolutions on Urgent Measures to be taken to support Coal-Mining Enterprises, stabilize Socio-Economic Situation in the Sector and provide for Energy Security were included into the agenda.
Both Bills being discussed, People´s Deputy V.Lytvyn withdrew his Bill. The People´s Deputies adopted the Bill drafted by the members of the profile Committee as a basis and in its entirety.
Then the People´s Deputies scrutinized a number of Bills at the Second Reading. The following Bills were adopted in entirety: on Alienation of Land Plots in Private Ownership for the Social Needs and on the Grounds of Social Necessity; on the General Principles of State-Private Partnership.
The Bill on Amendments to certain Laws of Ukraine (re Investment Activity) was forwarded for further elaboration.
After the recess, the People´s Deputies scrutinized and adopted two Draft Resolutions concerning election of judges on permanent terms.
Serhiy Podhorny, Chairman of the Sub-Committee on the State Building and Local Self-Government, presented two Draft Resolutions on the Holding of Extraordinary Local elections.
The Verkhovna Rada passed one of the Draft Resolutions.
Then the People´s Deputies scrutinized and adopted the Draft Resolution on Restoration of the Former Name of Nahuyevychi to the Village of Ivan Franko in Drohobych District, Lviv Region.
The People´s Deputies rejected two Draft Resolutions on Amendments to The Verkhovna Rada Resolution "On Election of Chairmen, Deputy Chairmen, First Deputy Chairmen, Secretaries, Members of the Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation and Election of a Chairman, Deputy Chairman, First Deputy Chairman, Secretary, Members of the Special Control Panel of The Verkhovna Rada of Ukraine on Privatization".
The Verkhovna Rada adopted the following Bills at the Second Reading and in entirety as a law: on Wholesale Markets of Agricultural Produce; on Amendments to the Law "On Promotion of Regional Development" (re Monitoring); on Scientific Parks; on Amendments to the Law of Ukraine "On the Order of the Resolutions concerning the Placement, Projecting, Building of Nuclear Equipment and Objects for the Nuclear Wastes of State Importance" and other Laws of Ukraine (re the Improvement of the Resolution Adoption Procedure); on Amendments to the Article 63 of the Law of Ukraine "On Pension Insurance of the People dismissed from the Military Service and others"; on Amendments to Certain Legal Acts" (re the Simplification of the Scrutiny Order of Issues on Aid Allotment to the Families of Perished People); on Amendments to Certain Legal Acts of Ukraine concerning the Determining of the Amenability of Cases on Land Relations Matters".
The Bill on Amendments to the Criminal-Procedural Code of Ukraine (re Observance of the Seal of Confession) was rejected.
At the afternoon meeting, the People´s Deputies continued to scrutinize the Bills at the Second Reading.
The Verkhovna Rada adopted the following Bills at the Second Reading and in entirety as a law: on Amendments to the Law of Ukraine" (re the State Principles of Licensing); on Amendments to certain Laws of Ukraine concerning the Facilitation of the Entrepreneurship"; on Amendments to the Law of Ukraine "On Television and Radio Broadcasting" (re the Increase of the Influence of the World Economic Crisis on the Activity of the Electrical Mass media in Ukraine); on Amendments to the certain Laws of Ukraine" (re the Hourly Wage).
The Verkhovna Rada of Ukraine has adopted as a basis the Bill of the Law on Amendments to the Article 18 of the Law "On City Electricity Transport".
Then the Bill on Amendments to certain Legal Acts of Ukraine re the Peculiarities of the Actions on the Financial Restructuring of the Banks was presented.
The Bill was adopted as a basis by 237 votes.
The Bill "On Site Design and Development" (re Objects of Educational and Cultural Designation) was forwarded for further drafting.
The People´s Deputies scrutinized two Bills on Amendments to the Law "On the State register of Electors".
The Bill on Amendments to Article 1 of the Law "On State Support and peculiarities of the Functioning of the Children Centers "Artek" and "Moloda Gvardia" was included into the agenda.
The parliament members adopted the following Bills at the First Reading: on Amendments to the Law "On Nature-Protected Fund"; on Amendments to the Law "On Protection of the Animals from the Cruel Treatment" (re the Specification of the Norms and Terms); on Amendments to the Law "On Higher Education" (re University Clinics); on Protection of Personal Data.
Then the afternoon plenary meeting was closed.
The next plenary meeting of the Fourth Session will be held on Friday, 26 June 2009.
