PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THR SIXTH CONVOCATION WERE HELD ON TUESDAY, 23 JUNE
At the beginning of the morning meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on 9-12 June.
The Chairman announced exclusion of Inna Bohoslovska and Taras Chornovil from the Deputy Faction of the Party of Regions due to the resolution of the Faction.
V.Lytvyn stated that the said People´s Deputies became non-members of the Factions.
Authorized representatives of the Deputy Factions presented their appeals, reports and announcements.
The Chairman of The Verkhovna Rada of Ukraine put the issue concerning scrutiny of the Bill on Amendments to the Budget Code of Ukraine at the Second Reading to the preference voting. The voting was positive (251 votes).
Then the representatives of the Party of Regions Faction blocked the lectern.
Mykola Azarov, representative of the Faction, took the floor to explain the reasons for blocking the work of The Verkhovna Rada.
The representative of the Faction stressed the principled stand of the Party of Regions Faction regarding enhancement of the local self-government.
After the announcement of the next issue of the agenda, the People´s Deputies of the Party of Regions Faction unblocked the lectern.
Stanislav Arzhevitin, First Deputy Chairman of the Committee on Finance and Banking, announced the conclusion of the Committee concerning the Bill on Amendments to certain Legislative Acts of Ukraine in order to overcome the negative consequences of the financial crisis. The Committee recommended that the Bill be adopted in its entirety.
The People´s Deputies adopted the Bill at the Second Reading and in its entirety as a Law (362 votes).
Then the People´s Deputies scrutinized the Bill on Amendments to the Law "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine.
Oleksandr Shlapak, First Deputy Head of the Secretariat of the President of Ukraine, informed about the President´s motions concerning the Bill. Thus, the Head of State suggested that the expenditures in the amount of 97 million UAH be allocated for the funding of certain programs instead of the Secretariate of the Verkhovna Rada of Ukraine.
The People´s Deputies upheld the Committee´s resolution. The Law "On Amendments to the Law "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" was adopted by 343 votes.
Then the People´s Deputies scrutinized three draft resolutions concerning holding of the next elections of the President of Ukraine.
Serhiy Podhorny, Chairman of the Sub-Committee of the Committee on State Building and Local Self-Government, informed about the resolution of the Committee concerning two draft resolutions. The Committee recommended that the draft resolution of V.Lytvyn be adopted. Pursuant to the draft resolution, elections of the President of Ukraine are scheduled for Sunday, 17 January 2010.
The Verkhovna Rada upheld the Committee´s resolution and passed the Resolution "On holding of the Next Elections of the President of Ukraine" by 399 votes.
The Chairman of The Verkhovna Rada of Ukraine informed about the results of the sitting of the Conciliative Council, the attendants of which discussed the possibility of scrutinizing the Bill on Amendments to the Budget Code of Ukraine in a new version.
The Chairman read out the appeal of Yosyp Vinsky, Minister of Transport and Communications of Ukraine, concerning his resignation.
The Resolution "On Dismissal of Yosyp Vinsky from the Post of the Minister of Transport and Communications of Ukraine" was upheld by 365 votes.
The People´s Deputies discussed two Bills on Amendments to the Law "On Economic Associations" (re Amount of an Authorized (Composite) Capital of a Limited Liability Company), submitted by People´s Deputy A.Matviyenko and the Cabinet of Ministers respectively. The governmental Bill was adopted as a basis by 352 votes.
The People´s Deputies adopted the following Bills as a basis: on Amendments to the Criminal and Criminal-Executive Codes of Ukraine regarding Introduction of Correction of Social Behaviour of Persons released from Punishment with Probation; on Amendments to the Criminal Code of Ukraine (re Responsibility for Illegal Use of Special Technical Equipment for Secret Receipt of Information).
The Bill on Amendments to certain Laws of Ukraine regarding Introduction of Penalty Scores for Violations in the Field of Traffic Safety was rejected.
At the afternoon plenary meeting, the People´s Deputies continued to scrutinize the Bills at the First Reading.
The People´s Deputies rejected the Bill on Amendments to the Law "On Publishing Business".
People´s Deputy Oleh Zarubinsky presented the Bill on Amendments to the Law of Ukraine "On Political Parties in Ukraine" (re Accountability of the Parties for Political and Election Programs).
The Bill was adopted as a basis by 332 votes.
V.Lytvyn stated that the Bill on Amendments to the Budget Code had been drafted, a number of motions having been taken into account.
Yevhen Kyrylchuk, First Deputy Chairman of the Committee on Budget, presented the Bill on Amendments to the Budget Code.
The representatives of the Deputy Factions informed about the attitudes of the Factions to the said Bill. Representatives of the Lytvyn Bloc and the BYuT Factions upheld the Bill.
Anatoliy Miarkovsky, representative of the Government, Deputy Minister of Finance, stated that the Cabinet of Ministers upheld the Bill
The Chairman put to the vote the proposal concerning formula-based calculation of transfers in the direct relations between the State budget and budgets of villages, settlements and cities of regional significance. The proposal was upheld by 239 votes.
The said proposal being taken into account, the Bill on Amendments to the Budget Code was adopted at the Second Reading and in its entirety as a Law by 232 votes.
The following Bills were adopted as a basis and in entirety: on Amendments to the Article 36 of the Law "On Compulsory State Pension Insurance" (re Social Protection of Children who are studying at the State Compulsory Secondary Education Establishments due to the loss of a Wage-Earner); on Amendments to Articles 167 and 168 of the Administrative Legal Procedure Code of Ukraine regarding Referral of Court Decision and Determination of Term for submitting Reclaiming Appeal; on Amendments to Article 2 of the Law "On Basic Principles of State Supervision (Control) in the Field of Economic Activity" (re securing Safe Use of Nuclear Energy).
The following Bills were adopted as a basis: on Amendments to the Law "On Auditing Activity" (re Enhancement of certain Regulations); on Retirement of Debts of Strategic and Coal-Mining Enterprises to the Pension Fund of Ukraine, and Restoration of Pension Rights of their Personnel as a Basis
Then the afternoon plenary meeting was closed.
