PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE ON THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 4 JUNE
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and informed the People´s Deputies about the results of Parliament´s work at the plenary meeting on 3 June.
Two Factions, the Party of Regions and the CPU, demanded the recess in the plenary meeting. Viktor Turmanov, representative of the Party of Regions Faction, made his declaration concerning requirements of representatives of three rental coal mines of Donetsk region that had been picketing the Cabinet of Ministers since 2 June. The Faction addressed the Chairman of The Verkhovna Rada of Ukraine with a request to meet the delegation of the coal mines and render a possibility for the delegation to meet the Prime-Ministe to settle the issue concerning payment of the accrued payroll.
Mykola Prysiazhniuk, Chairman of the Committee on Agrarian Policy and Land Relations, presented the Bill "On Structure, Authorities and Peculiarities of Legal and Economic Status of the Property Complex of "Masandra" National Industrial-Agrarian Association".
The People´s Deputies adopted the Bill at the Second Reading and in its entirety as the Law by 340 votes.
The Verkhovna Rada adopted the following Bills at the Second Reading and as the Laws: on Amendments to certain Legislative Acts of Ukraine concerning Preservation of Fertility of Soil; on Amendments to certain Laws of Ukraine concerning Enhancement of Efficient Use of Reclaimed Lands); on Identification and Registration of Animals; on the National Target-Oriented Economic Program of the Monitoring of the Remains of the Veterinary Medicine and Polluting Substances in the Living Animals, Products of Animal Origin and Forage for the Years 2009-2014.
The People´s Deputies also scrutinized the amendments to the Bills on amendments to the Law "On State Support of Agriculture of Ukraine" (re Improvement of Mechanisms for State Price Regulation of Agricultural Markets, Insurance of Agricultural Production Risks, and Realization of Actions aimed at Renewal of Cattle Breeding and Implementation of Rural Social Programs) and on Amendments to Article 338 of the Criminal Code of Ukraine" (re Enhancement of Criminal Responsibility for Violation of the State Symbols of Ukraine). The Bills were adopted at the Second Reading and as the Laws.
After the recess the People´s Deputies scrutinized and adopted a number of resolutions concerning election of judges and continued to scrutinize the Bills at the Second Reading.
The Verkhovna Rada adopted the following Bills at the Second Reading and as the Laws: on Amendments to the Code of Ukraine on Administrative Infringements" (re Categorization of Crimes and Infringements); on Amendments to certain Legislative Acts of Ukraine concerning Taxation of Services on International Conveyance of Passengers, Luggage and Cargoes, International Shipments, International Leasing and International Maintenance of Goods; on Amendments to the Criminal and Family Codes of Ukraine (re Adoption).
The People´s Deputies scrutinized the amendments to the Bill on Amendments to the Law of Ukraine "On Organization and Conduction of the Final Part of the Championship of Europe on Football 2012 in Ukraine" in a new version.
At the end of the morning meeting, the People´s Deputies scrutinized and adopted the Bill on Amendments to the Articles 21 and 33 of the Law of Ukraine "On Labour Protection" (re the Licenses Issuance on the Start of Works on Exploitation of the Equipment of High Danger) at the Second Reading and in its entirety.
At the beginning of the afternoon meeting, The Verkhovna Rada passed the Draft Resolution on Recommendations of the Parliamentary Hearings: "Ways of Reformation of the Health Protection and Medical Insurance in Ukraine" (332 votes).
The Bill on Amendments to the Law of Ukraine "On Protection of People from Negative Impact of Ionized Radiation" was adopted by 337 votes.
The Law "On Amendments to certain Laws of Ukraine regarding Employment of the Members of Private Agricultural Enterprises" was rejected.
The Bill on Amendments to the Law "On Topographic-Geodesic and Cartographic Activity" was adopted at the First Reading (343 votes).
The Bill on Amendments to Article 21 of the Law "On Advertisement" (re Prohibition to distribute the Advertisement of Goods on Non-Medical Designation) was adopted in its entirety as the Law.
The Verkhovna Rada adopted the following Bills as a basis: on Amendments to the Article 8 of the Law "On Special Regime of Innovation Activity of Technological Parks"; on Amendments to the Law "On Radio-Frequency Resource of Ukraine" (re Authorities of the National Commission for Communications Regulation); on Amendments to certain Legislative Acts of Ukraine regarding Factoring; on Amendments to the Law "On Telecommunications" (re Extension of the List of Services).
The Bill on Amendments to Article 26 of the Law "On Protection of Consumer´s Rights" was forwarded for further drafting.
The Bill on Amendments to the Law "On Transference of Objects in the Public and Municipal Ownership" was rejected
Then the afternoon session was closed.
The next plenary meeting will be held on Friday, 5 June.
