THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, 3 JUNE

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and informed the People´s Deputies about the results of Parliament´s work at the plenary meetings on 2 June.

 

The Parliament members included the Bill on Amendments to the Law "On the State Budget of Ukraine for 2009 and certain other Laws of Ukraine" to the agenda.  

 

The Verkhovna Rada scrutinized the Bill "On Amendments to the Criminal Executive Code of Ukraine regarding Provision of Rights of the Convicted Persons at the Penitentiary Institutions".

 

The Bill was adopted as a basis by 372 votes.

 

The People´s Deputies scrutinized two more Bills concerning provision of rights of the convicted, namely, the Bill "On Amendments to the Criminal Executive Code of Ukraine" (re Elimination of Restrictions for the Receipt of Parcels and Post Packages by the Convicted) and the alternative Bill "On Amendments to the Criminal Executive Code of Ukraine" (re Provision of the Right of the Convicted to receive the Parcels and Post Packages).

 

The former Bill was adopted as a basis (374 votes). The regulations of the alternative Bill are to be taken into account.

 

Natalia Bohasheva, Deputy Minister of Justice, presented the governmental Bill "On Organization and Holding of Peaceful Meetings".

 

The Verkhovna Rada adopted the Bill as a basis.

 

The Bill "On Amendments to Article 255 of the Code of Ukraine on Administrative Infringements" (re Activity of the Service of Registrars) was adopted as a basis and in its entirety as a Law.

 

The Parliament members adopted the Bill "On Amendments to certain Legislative Acts of Ukraine regarding Responsibility for Anti-Competitive Coordinated Actions" at the First Reading (232 votes).  

 

After the recess, the Chairman informed the People´s Deputies about the results of the Conciliative Council.

 

Thus, the participants of the Conciliative Council resolved to postpone scrutiny of personnel matters raised by the People´s Deputies and Parliamentary Factions.

 

A similar decision was carried out in relation to the oath-taking of the members of the High Council of Justice, as the leaders of Parliamentary Factions deemed necessary to hold extra consultations beforehand in order to coordinate their positions. 

The Chairman suggested scrutinizing the Bill on amendments to the Law "On the State Budget of Ukraine for 2009" and to some other Laws of Ukraine". Oleh Liashko, Deputy Chairman of the Committee on Budget, presented the Bill.

 

The People´s Deputies excluded the regulation concerning natural wine from the Bill.

 

The Bill was adopted as a basis and in its entirety as the Law (331 votes).

 

The following Laws were rejected: on Amendments to the Code of Ukraine on Administrative Infringements concerning Protection of the Economic Competition;  on Amendments to the Criminal Procedural Code of Ukraine (re fighting crime and corruption in the official activity); on Amendments to certain Legislative Acts of Ukraine concerning Enhancement of Responsibility for Committal of Corruptive Actions, Restrictions of the Official Activity of Persons convicted of Bribery at the Public Authority and Local Self-Government Bodies.    

 

Then the People´s Deputies scrutinized three Bills appertaining to the pension provision of different categories of the population.  

 

People´s Deputy Yuriy Samoilenko presented the Bill on Amendments to Article 63 of the Law "On Pension Provision of Persons dismissed from the Military Service, and certain other Categories of Population" (re State Safeguards) and on Amendments to certain Legislative Acts of Ukraine concerning Pension Provision of Persons dismissed from the Military Service, and certain other Categories of Population.

 

The Verkhovna Rada adopted the former Bill as a basis (333 votes) and forwarded the latter for further drafting.

 

People´s Deputy Pavlo Unhurian presented the Bill "On Amendments to the Law "On the Status of War Veterans, Guarantees of their Social Security" (re Minors who were conscripted or Voluntarily enrolled to the Soviet Army and Navy in the Period of Military Conscription of 1941-1945).

 

The People´s Deputies adopted the Bill as a Law by 366 votes.

 

Then the morning plenary meeting was closed.

 

The next plenary meeting of the Fourth Session will be held on Thursday, 4 June.
