PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 2 JUNE
At the beginning of the morning meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on 19-22 May.
The People´s Deputies scrutinized the Bill "On Amendments to certain Codes of Ukraine" (re Joint Ownership of Land). According to the Bill, the State and territorial communities shall refer to the subjects of joint ownership of land, apart from the individuals and legal entities.
The Bill was adopted as a basis by 339 votes.
Then the People´s Deputies scrutinized the Bill "On Amendments to Article 176 of the Land Code of Ukraine". The amendments specify the contents of the State act at the boundaries of an administrative-territorial unit, determine the documents to be attached to the State act, and define the procedure of its signing and issue to the administrative-territorial unit.
The Bill was adopted at the First Reading by 323 votes.
The Verkhovna Rada adopted the Law "On Amendments to certain Legislative Acts of Ukraine concerning the State Special Transport Service" and the Law "On Amendments to Article 14 of the Law "On the State Service of Special Communications and Information Protection of Ukraine".
The following Bills were adopted as a basis: on Amendments to certain Legislative Acts (re Provision of the Right of Persons under Arrest and Convicted Persons for the Unobstructed Correspondence with the Solicitor); on Amendments to certain Laws of Ukraine (re Development of Labour Activity of the Convicted); on Supplements to Article 28 of the Law "On Legal Principles of Civil Protection" (re State Supervision over the Safety of Works); on Amendments to certain Laws of Ukraine (re Creation of Conditions for the Operation of the State Civil Protection System); on Amendments to certain Legislative Acts of Ukraine concerning Hunting Economy and Hunting, Protection, Use and Reproduction of Fauna; on the rendering of Services facilitating Emigration of Individuals or their Temporary Stay abroad (re Non-Governmental Emigration Services); on Amendments to certain Legislative Acts of Ukraine in the Field of Waste Treatment; on Amendments to certain Legislative Acts of Ukraine concerning Coastal Protection Zones.
Oleh Zarubinsky, Chairman of the Committee on Human Rights, National Minorities and International Relations, presented the Bill on Amendments to the Law "On Citizenship of Ukraine" (re the Abolishing of the Collision that would allow the Double Citizenship).
The Bill was adopted as a basis by 233 votes.
The People´s Deputies discussed two Bills appertaining to the double citizenship: on Amendments to certain Legislative Acts of Ukraine (re Responsibility for concealing the Fact of Citizenship of another Country or Acquisition of such Citizenship) and on Amendments to certain Legislative Acts of Ukraine (re Recognition of Foreign Citizenship).
V.Lytvyn put the former Bill to the vote. The People´s Deputies upheld the Bill by 235 votes.
The following Bills were rejected due to the results of the scrutiny: on Amendments to certain Laws of Ukraine (re Coordination with the Law "On the Basic Principles of State Supervision (Control) in the Field of Economic Activity); on Amendments to the Law "On Scientific and Technical Information"; on Amendments to certain Laws of Ukraine regarding Regulation of Activity of a Political Party.
At the afternoon meeting, the People´s Deputies continued to scrutinize the Bills at the First Reading. The following Laws were adopted as a basis: on Amendments to the Law "On Higher Education" (re the Students´ Self-Governing); on Amendments to the Law "On Elections of the President of Ukraine" (re Restriction in the Electoral Propaganda).
The People´s Deputies also scrutinized the Bill on Amendments to the Civil Code of Ukraine regarding Compensation of Moral Damage. The Bill was adopted as a basis by 337 votes.
The Bill on Amendments to certain Legislative Acts of Ukraine regarding Simplification of the Procedure of State Registration of Termination of Economic Entities was adopted as a Basis by 379 votes.
The Verkhovna Rada passed the Resolution on preparation to and celebration of the 75th anniversary of Stakhanov movement.
At the end of the afternoon meeting, the People´s Deputies scrutinized the Bill on Amendments to certain Laws of Ukraine regarding Facilitation of Entrepreneurship. The Bill was adopted as a basis by 290 votes.
The next plenary meeting will be held on Wednesday, 3 June.
