PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 14 APRIL
In the beginning of the morning meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of Parliament´s work at the extraordinary plenary meeting on 6 April.
The People´s Deputies upheld the proposal concerning elimination of discrepancies in the text of the adopted Law "On Amendments to certain Legislative Acts of Ukraine regarding Activity of the State Service for Special Communication and Information Protection".
Then the Parliament members voted for including three Bills from "the anti-recessionary package" of the Government into the agenda, but neither Bill was included.
Mykola Onishchuk, Minister of Justice of Ukraine, presented the Bill "On State Registration of Acts of Civil Status".
The Bill was adopted at the First Reading (401 votes).
Pavlo Shysholin, First Deputy Head of the State Border Service Administration, presented the Bill "On Amendments to Article 25 of the Law "On the Legal Status of Foreigners and Stateless Persons".
The Bill was adopted as a basis and in its entirety (252 votes).
Then the Parliament members scrutinized the Bills on Amendments to the Law "On the National Television and Radio Broadcasting Council of Ukraine" regarding Accountability of the National Television and Radio Broadcasting Council of Ukraine and Enhancement of the Procedure of Adoption and Promulgation of Acts of the National Council by means of their Coordination with Effective Legislation of Ukraine. The Bills were adopted as a basis.
The Verkhovna Rada of Ukraine rejected the Bill on Amendments to Article 4 of the Law "On Tax imposed on the Owners of Vehicles and other Self-Propelled Machines and Mechanisms".
The Bill on the Structure and Peculiarities of Legal and Economic Status of the Property Complex of "Masandra" National Industrial-Agrarian Association was forwarded for the repeated Second Reading.
Then the Parliament members scrutinized and adopted the Laws "On Amendments to the Law "On Protection of People from the Influence of Ionizing Radiation" and "On Amendments to certain Legislative Acts of Ukraine" (re Structure of the Tax Police and Social Protection of its Employees).
The Bills on Scientific Parks and on Amendments to the Law ‘On Television and Radio Broadcasting" were forwarded for further drafting.
The Bill on Prosecution was adopted as a basis by 363 votes.
The Bill on Amendments to the Law "On Protection of Economic Competition" was adopted as a basis.
The Bill on Amendments to certain Legislative Acts of Ukraine concerning Violation of Rules of Transportation of People and Cargos by Motor Transport was rejected.
The Bill "On Amendments to certain Legislative Acts of Ukraine concerning Activity of the State Criminal-Executive Service of Ukraine or recognizing them as Invalid" was adopted as a basis and in its entirety (366 votes).
The Bill on Amendments to certain Laws of Ukraine concerning Maintenance and Modernization of Weapons and Military Equipment of the Armed Forces of Ukraine was adopted as a basis and in its entirety.
In the end of the morning plenary meeting, the People´s Deputies adopted the Bill on Amendments to the Law "On Prevention of AIDS and Social Protection of Population" as a basis and in its entirety (359 votes).
Then the morning plenary meeting was closed.
At the evening plenary meeting, the People´s Deputies adopted the Bill on Amendments to certain Laws of Ukraine regarding Provision of the Disabled with Motor Cars as a basis (228 votes).
The Verkhovna Rada overrode the President´s veto imposed on the Laws "On Amendments to the Law of Ukraine "On Power Engineering" and "On Amendments to certain Laws of Ukraine regarding Authorities of the Constitutional Court, Institution of Constitutional Proceedings and Abuse of the Right for a Constitutional Appeal".
The Bill on Amendments to the Law "On Rehabilitation of the Disabled in Ukraine" was adopted as a basis.
The People´s Deputies adopted the Bill on Amendments to Article 14 of the Law "On State Regulation of Manufacture and Turnover of Ethyl, Cognac and Fruit Alcohol, Alcoholic Beverages and Tobacco Goods" as a basis (227 votes).
The People´s Deputies also passed the Resolution "On Celebration of the 64th Anniversary of the Victory in the Great Patriotic War".
Then the evening plenary meeting was closed.
