PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 19 MARCH

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and informed the People´s Deputies about the results of plenary work on 18 March.  

 

The People´s Deputies scrutinized Draft Resolutions on amendments to the resolution of The Verkhovna Rada of Ukraine "On Election of Chairmen, First Vice-Chairmen, Vice-Chairmen, Secretaries, Members of the Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation and Members of the Ad Hoc Control Panel of The Verkhovna Rada of Ukraine in charge of Privatization". One of the Draft Resolutions was adopted in its entirety.

 

The Verkhovna Rada of Ukraine also passed the Resolutions "On setting up a Temporary Ad Hoc Panel of The Verkhovna Rada of Ukraine in charge of Reforming of the Security Service of Ukraine and its Legislative Support" and "On Report of the Head of the Security Service of Ukraine concerning its Functioning, Personnel Provision of the Security Service of Ukraine and Administration of its Property".

 

The Verkhovna Rada of Ukraine adopted the following Laws in entirety at the Second Reading: on Amendments to certain Laws of Ukraine in view of Adoption of the Law of Ukraine "On the State System of Biological Safety by Creation, Probation, Transportation and Use of Genetically Modified Organisms"; on Amendments to the Code of Ukraine on Administrative Infringements concerning Enhancement of Responsibility for Violation of the Rules of Stay in Ukraine"; on Amendments to the Decree of the Cabinet of Ministers of Ukraine "On State Duty" (re Operations with Securities); on Governmental Assistance and Stimulation of Development of Mineral Fertilizers Production in Ukraine"; on Amendments to the Law of Ukraine "On Electric-Power Industry" (re Regulation of Electric Power Export); on Amendments to certain Legislative Acts of Ukraine" (re Responsibility for Illegal Sowing or Growing of Opium Poppy or Hemp); on Amendments to certain Legislative Acts of Ukraine (re Enhancement of Responsibility for Violation of a Grave and other Places of Burial)".

 

The Verkhovna Rada of Ukraine adopted the Law "On Ratification of the Amendment to Article 22 of the Constitution of the Crimean Autonomous Republic (re Period of Authorities of The Verkhovna Rada of the Crimean Autonomous Republic) in its entirety.

 

The People´s Deputies adopted the following Laws in entirety: on Amendments to the Law of Ukraine "On the Constitutional Court of Ukraine" (re Authorities of the Constitutional Court of Ukraine, Institution of Proceedings on the Grounds of Constitutional Appeals and Prevention of Abuse of the Right for a Constitutional Appeal) and on Amendments to the Law of Ukraine "On Television and Radio Broadcasting" (re Coordination with the Constitution of Ukraine".

The following Bills were forwarded for further elaboration: on Amendments to the Decree of the Cabinet of Ministers of Ukraine "On State Duty", on Amendments to the Law "On restoration of Debtor´s Solvency or declaring it a Bankrupt".

 

The Verkhovna Rada of Ukraine passed 5 resolutions on appointment of extraordinary local elections.

 

Volodymyr Shandra, Minister for Emergency Situations and Protection of Population from the Consequnces of Chornobyl Disaster, presented the Bill on Amendments to the Law "On Fire Safety".

 

The Bill was adopted as a basis.

 

The People´s Deputies scrutinized President´s motions to the Laws "On Amendments to Article 10 of the Law of Ukraine "On State Decorations of Ukraine" and "On Amendments to the Law "On Executive Proceedings". The People´s Deputies declined both Bills.

 

The Verkhovna Rada of Ukraine adopted the following Bills as a basis: on the National Target-Oriented Economic Program on Monitoring of Remnants of Veterinary Medicine and Contaminants in the Live Stock, the Livestock Production, Fodders and Food under the Control of the Veterinary Service for 2009-2014"; on Amendments to the Code of Ukraine on Administrative Infringements; on Amendments to the Law of Ukraine "On Value Added Tax" regarding Taxation of International Conveyance Services; on Amendments to certain Legislative Acts of Ukraine regarding Grounds for Revision of Court Decisions; on Amendments to certain Legislative Acts of Ukraine regarding Enhancement of the Procedure of Compulsory Fulfillment of Resolutions.

 

The following Laws were adopted as a basis and in entirety: on Amendments to Legislative Acts of Ukraine concerning Activity of the State Service for Special Communication and Information Protection of Ukraine" and on Amendments to the Law "On Immigration" (re Under-Age Children).

 

Then the morning plenary meeting was closed.

 

At the evening plenary meeting the People´s Deputies continued to scrutinize the Bills at the First Reading.

 

The People´s Deputies forwarded the Bill on amendments to the Law "On Financial Services and State Regulation of Financial Services Markets" (re Operations with Assets) for further elaboration.

 

The Verkhovna Rada of Ukraine adopted the following Laws as a basis and in entirety: on Amendments to Article 11 of the Law "On Police" (re the Grounds for the Detention of the People in Suspicion of Vagabondage) and on Amendments to Law "On Actions on Prevention and Decrease in Consume of the Tobacco Goods and their Harmful Influence on the Health of the Population" (re the Correspondence of the Certain Principles with the Frame Convention on Fighting against Tobacco).

 

The Bills on amendments to the Economic Code of Ukraine (re Form of Land Lease Agreement) and on amendments to the Law "On Energy Saving" (re State Policy) were forwarded for further elaboration.

 

Volodymyr Stretovych, People´s Deputy, presented the Bill on Amendments to Certain Legislative Acts (re the Obligatory Introducing of the Court Decisions to the Unitary State Register).

 

The Bill was adopted as a basis.

 

In the end of the evening meeting, the People´s Deputies discussed the Bill on Amendments to the Law "On Cinematography" (re State Support of Production of National Films).

 

The Bill was adopted as a basis by 381 votes.  

 

Then the evening plenary meeting was closed.

 

The next plenary meeting will be held on Friday, 20 March.
