PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 3 MARCH
In the beginning of the morning meeting, representatives of the Deputy Factions presented their motions, appeals and announcements.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies that the meeting of Faction leaders would be held during the recess.
Then Volodymyr Ohryzko, Minister of Foreign Affairs, informed the parliament members about the resolution of the International Court of Justice concerning Zmiyiny Island and adjacent territories.
The Minister of Foreign Affairs also stated that having recognized Zmiyiny as an island, the International Court had totally neglected historic claims of Romania for Zmiyiny Island.
Oleh Bilorus, Chairman of the Committee on Foreign Affairs, reported about the Committee´s resolution. Thus, the resolution of the International Court being adopted on 3 February, on 4 February the Committee members listened to the reports of one of the leaders of the Ministry of Foreign Affairs and its experts participants of negotiations concerning resolution of the International Court on division of Black Sea shelf and exclusive economic areas between Ukraine and Romania.
The Committee on Foreign Affairs recommends that the Ministry of Foreign Affairs studies the aftermath of the resolution passed by the International Court, scrutinizes the said issue at a special sitting of the board with the participation of all Ministries of Ukraine concerned and the Committee on Foreign Affairs.
Oleh Bilorus deems necessary to adopt the Laws "On the Concepts of National Interests" and "On Principles of Domestic and Foreign Policy", so that Ukrainian diplomats could have an imperative normative base for negotiations.
Vasyl Kyseliov and Petro Symonenko, People´s Deputies of Ukraine, presented Draft Resolutions that envisaged dismissal of V.Ohryzko from the post of a Minister of Foreign Affairs of Ukraine.
The People´s Deputies upheld the Draft Resolution of V. Kyseliov (250 votes), having dismissed V. Ohryzko from the post of the Minister of Foreign Affairs of Ukraine.
Yuriy Melnyk, Minister of Agrarian Policy, presented the Bill on Amendments to certain Legislative Acts of Ukraine concerning Collective Agricultural Enterprise, and Declaration of them as Invalid.
The Verkhovna Rada adopted the Bill as a basis (349 votes).
The Verkhovna Rada passed the Resolution "On declaring the Resolution of The Verkhovna Rada of Ukraine "On Appointment of Extraordinary Elections of Deputies of Ternopil Regional Council" invalid" (292 votes).
Then the Chairman read out the Draft Resolution on the Ordering of Separate Expenses of the State Budget of Ukraine.
The People´s Deputies upheld the Resolution by 374 votes.
Then the parliament members scrutinized and adopted as a basis the Bills on identification and registration of animals, and on amendments to certain legislative acts of Ukraine concerning protection of land fertility
The following Laws were adopted in entirety and as a basis: on amendments to the Law "On Farming Enterprises", on amendments to the Law "On State Geological Service of Ukraine" (re supervision over the issue of licenses and observance of licensing terms).
The People´s Deputies discussed ratification of the amendment to Article 22 of the Constitution of the Crimean Autonomous Republic (re terms of authorities of The Verkhovna Rada of the Crimean Autonomous Republic).
The Bill was adopted as a basis (350 votes).
In the end of the morning meeting the People´s Deputies scrutinized the Bill on Amendments to certain Laws of Ukraine (re Authorities of the Constitutional Court of Ukraine, Peculiarities of Proceedings instituted due to the Constitutional Appeals and Prevention of Abuse of the Right for a Constitutional Appeal).
People´s Deputy Oleksandr Lavrynovych reported about the essence of amendments. Thus, the amendments appertained to the procedure of amending the Constitution of Ukraine; scrutinizing the issue of impeachment to the President of Ukraine; relations between the President of Ukraine and the Cabinet of Ministers of Ukraine.
The Verkhovna Rada adopted the Bill as a basis (326 votes).
Then the morning plenary meeting was closed.
