PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 17 MARCH
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of plenary work of The Verkhovna Rada in the period of 3-6 March 2009.
The People´s Deputies commissioned the Committee on Finance and Banking to prepare the Bill on protection of citizens´ property rights in the period of overcoming the financial recession for the Second Reading.
Mykola Syvulsky, Head of the Chief Controlling and Auditing Service, presented the Bill "On Amendments to certain Legislative Acts of Ukraine" (re Enhancement of Financial-Budgetary Discipline).
The Bill "On Amendments to certain Legislative Acts of Ukraine" (re Enhancement of Financial-Budgetary Discipline) was adopted as a basis (226 votes).
Then the parliament members scrutinized the Bill on amendments to certain laws of Ukraine concerning external independent knowledge assessment.
Lesia Horobets, Chairman of the Sub-Committee of the Committee on Science and Education, stated that the Bill on external independent knowledge assessment secured equal access to education and provided a possibility to monitor the level of pupils´ knowledge.
The Bill was declined.
The Bill "On Amendments to Article 325 of the Criminal Code of Ukraine" (re Violation of Sanitary and Antiepidemic Norms) was adopted as a basis and in its entirety.
Then the parliament members scrutinized the Bills on Amendments to certain Codes of Ukraine concerning Responsibility for Artificial Formation of a Land Plot without Relevant Licensing Documents" and on Amendments to certain Legislative Acts of Ukraine (re Responsibility for Violation concerning Water Fund Lands). Both Bills were adopted as a basis.
The Bill on amendments to certain laws of Ukraine concerning enhancement of State regulation in the field of housing construction was also adopted as a basis.
The People´s Deputies listened to the report of Valentyn Nalyvaichenko, Head of the Security Service of Ukraine, concerning activity and personnel provision of the Security Service and administration of its property.
The Head of the Security Service of Ukraine dwelled in detail upon the actions taken by the SSU to prevent infringements on State sovereignty, independence and territorial integrity, demonstrations of xenophobia, racism and extremism; special anti-recessionary measures taken to protect economic security of the State.
Representatives of the Factions discussed the report of the Head of the Security Service.
The Verkhovna Rada of Ukraine passed the following Draft Resolutions as a basis: on setting up a Temporary Ad Hoc Panel in charge of reforming the Security Service and its legislative support, and on the report of the Head of the Security Service concerning activity and personnel provision of the Security Service and administration of its property.
In the end of the morning plenary meeting, the People´s Deputies scrutinized the Bill on Amendments to the Law "On the State Budget of Ukraine for 2009".
The Bill was adopted as a basis and in its entirety (333 votes).
Then the morning plenary meeting was closed.
In the evening plenary meeting, Serhiy Teriokhin, Chairman of the Committee on Taxation and Customs Policy, presented a new version of the Bill on amendments to the Law "On Customs Tariff of Ukraine".
The Bill was declined.
The Verkhovna Rada of Ukraine adopted the Bills appertaining to the enhancement of legislation in the filed of housing construction and citizens´ housing provision at the First Reading.
The Law "On Amendments to the Law "On Elections of Deputies of The Verkhovna Rada of the Crimean Autonomous Republic, Local Councils and Village, Settlement and City Mayors" (re Simultaneous Holding of Elections) was adopted as a basis and in its entirety.
The People´s Deputies scrutinized the Bill on Amendments to certain Legislative Acts of Ukraine concerning migration. The Bill was forwarded for further elaboration (382 votes).
The Verkhovna Rada rejected the Bill on amendments to the Law "On State Registration of Legal Entities and Physical Persons-Entrepreneurs" (re Right to conduct Entrepreneurship without an Identification Code).
The Bill "On Legalization of Income of Legal Entities and Natural Persons" was forwarded for further elaboration (326 votes).
The Resolution "On Moratorium imposed on Liquidation, Alienation, Restructuring of Health Establishments (Children, Professional, etc)" was adopted as a basis and in its entirety.
In the end of the evening plenary meeting the People´s Deputies scrutinized the Bill "On Amendments to the Law "On Social and Legal Security of Military Servicemen and their Family Members" (re Resubordination and Restructuring of Military Medical Establishments).
The Bill was adopted as a basis and in its entirety as a law.
Then the evening plenary meeting was closed.
The next plenary meeting of the Fourth Session will be held on Wednesday, 18 March.
