PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 5 MARCH
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and informed the People´s Deputies about the results of work of The Verkhovna Rada at the plenary meeting on 4 March.
Then the People´s Deputies scrutinized the Draft Resolution on setting up a Temporary Inquiry Panel in charge of Elaboration of the Draft Criminal Procedural Code of Ukraine.
The Verkhovna Rada rejected the Draft Resolution (198 votes).
The Verkhovna Rada of Ukraine scrutinized the amendments to the Bill "On the National Program "National Action Plan on Implementation of the UN Convention on Children´s Rights" for the Period till 2016". The People´s Deputies adopted the amendments at the Second Reading and in its entirety as the Law (348 votes).
The Verkhovna Rada adopted the following Laws in entirety: "On Amendments to the Law "On Amendments to the Law of Ukraine "On Duty for the Development of Vine-Growing, Gardening and Hop-Growing", "On Disciplinary Statute of the Civil Protection Service", "On Amendments to Article 2 of the Law of Ukraine "On Regulation of Barter Transactions in the Sector of Foreign Economic Activity", "On Amendments to Article 9 of the Law of Ukraine "On Natural Monopolies", "On Amendments to certain Laws of Ukraine" (re Changes in the System of Recruitment for the Army).
The Bill on Amendments to certain Legislative Acts of Ukraine (re Land Relations) was forwarded for the repeated Second Reading.
Valeriy Sushkevych, Chairman of the Committee on Pensioners, Veterans and the Disabled, presented the Bill "On Amendments to certain Legislative Acts of Ukraine concerning Repayment of Debt before the Pension Fund of Ukraine and Enhancement of Responsibility for Violation of Legislation in the Field of Compulsory State Retirement Insurance".
The Bill was adopted in its entirety as a Law (332 votes).
Serhiy Teriokhin, Chairman of the Committee on Taxation and Customs Policy, presented the Bill "On Amendments to the Law of Ukraine "On Tax imposed on the Owners of Transport Vehicles, and other Self-Propelled Machines and Mechanisms".
The Bill was adopted at the Second Reading and in its entirety (390 votes).
The Verkhovna Rada adopted the Law "On Amendments to certain Legislative Acts of Ukraine" (re Realization of Resolutions of Arbitration Tribunals) in its entirety and passed the Resolution "On Measures to be taken to secure Governmental Support of Sanatorium-and-Spa Institutions that provide Treatment and Rehabilitation of the Disabled ".
Then the Parliament members scrutinized two Draft Resolutions on setting up Temporary Inquiry Panels, and passed the Resolutions "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Circumstances of Illegitimate Detention of Kolesnykov Borys Viktorovych, Head of Donetsk Regional Council, by the Central Investigation Department of the Ministry of Internal Affairs of Ukraine, Institution of Criminal Proceedings and his Arrest" and "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Circumstances of Violation of the Constitution of Ukraine and effective Legislation of Ukraine by the Officials, Leaders of the Security Service of Ukraine while fulfilling their Official Duties (re Operation of the NJSC "Naftohaz Ukrainy" and Gas Transport System of Ukraine)". People´s Deputy Roman Zvarych was elected Head of the latter Temporary Inquiry Panel.
Then the People´s Deputies scrutinized two Bills on Amendments to the Law "On Security Service of Ukraine" (re the System of Subordination and Supervision over Activity). People´s Deputies Yuriy Karmazin and Sviatoslav Oliynyk presented the Bills.
The Bill of Yuriy Karmazin was rejected (124 votes), the other Bill adopted as a basis (231 votes).
The Draft Resolution on Coordination of Documents concerning the Choice of Land Plots Allocation was forwarded for further elaboration (276 votes).
The Law "On Amendments to the Law "On the State Budget of Ukraine for Year 2009" was adopted in its entirety (re Funding of the Hospital "OKHMATDYT").
In the end of the morning plenary meeting the People's Deputies scrutnized the motions of the President of Ukraine to the Law "On Amendments to certain Laws of Ukraine (re Provision of Quality of Import Agricultural Production)".
The Law was rejected.
Then the Chairman closed the morning meeting.
At the evening plenary meeting the People´s Deputies scrutinized the motions of the President of Ukraine and adopted the following Laws: "On Amendments to the Law of Ukraine "On Wine and Vine-Growing", "On Amendments to Article 12 of the Law of Ukraine "On Payment for Land".
The Verkhovna Rada overrode the veto of the President of Ukraine imposed on the Law "On Amendments to the Law of Ukraine "On Legal Principles of Civil Protection" (345 votes).
The Law "On Amendments to Article 4 of the Law of Ukraine "On Living Wage" concerning Establishment of a Living Wage" was rejected.
The Law "On Measures to be taken to overcome the Aftermath of the Financial and Economic Crisis in the Sector of Social Security, Remuneration of Labour and Employment of the Population" was adopted.
The Bill on Amendments to the Law "On the Police" (concerning Enhancement of Social Security of the Police Officers) was adopted as a basis.
The People´s Deputies scrutinized four Bills appertaining to the amendments to the Decree of the Cabinet of Minister of Ukraine "On State Duty".
The Verkhovna Rada adopted one of the Bills in its entirety as a Law, two Bills as a basis, and one was forwarded for further elaboration.
The Bill "On Amendments to certain Legislative Acts of Ukraine concerning Employment of Members of Personal Farming Economies" was adopted as a basis.
People´s Deputies Mykola Tomenko presented the Bill "On Amendments to the Law "On State Regulation of Production and Turnover of Ethyl, Cognac and Fruit Spirit, Alcoholic Beverages and Tobacco Goods" (re Restriction of Consumption and Sale of Low-Alcoholic Beverages).
The People´s Deputies endorsed the Bill. The Bill was adopted as a basis (384 votes).
Volodymyr Yavorivsky, Chairman of the Committee on Culture and Spirituality, presented the Draft Resolution "On Immediate Measures to be taken to support Cultural Establishments in the Period of Economic Recession".
The Resolution was adopted as a basis and in its entirety.
Then the evening plenary meeting was closed
