PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 19 FEBRUARY
At the beginning of the morning meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of work of The Verkhovna Rada at the plenary meeting on 18 February.
The People´s Deputies failed to uphold the motion concerning repeated voting for the Bill on the State Program on Privatization for 2009-2012 (215 votes).
The Verkhovna Rada rejected two Draft Resolutions on Amendments to the Resolution of The Verkhovna Rada of Ukraine "On Election of Chairmen, First Vice-Chairmen, Vice-Chairmen, Secretaries, Members of the Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation and Election of Chairman, First Vice-Chairman, Vice-Chairman, Secretary, Members of the Special Supervisory Panel of The Verkhovna Rada of Ukraine on Privatization".
People´s Deputy Kostiantyn Bondariev presented the Draft Resolution "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Facts of Violation of the Constitution and effective Legislation of Ukraine by Allocation and Registration of Land Plots by the Officials of the State Administrations of Kyiv Region"
The Verkhovna Rada passed a Resolution on setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine (367 votes).
The People´s Deputies scrutinized a Draft Resolution on the State celebration of the 200th anniversary of Nikitsky Botanic Garden National Scientific Center. The Draft Resolution was adopted in its entirety (402 votes).
People´s Deputy Yuriy Poluneyev presented the Bill on Amendments to certain Legislative Acts of Ukraine concerning overcoming of the Negative Consequences of the Financial Crisis.
The Verkhovna Rada adopted the Bill as a Basis (237 votes).
Then the People´s Deputies scrutinized the Bills on amendments to certain Laws of Ukraine and the Law "On the National Bank of Ukraine" concerning appointment and dismissal of a Head of the National Bank of Ukraine. Both Bills were rejected.
The Bill on Amendments to the Law "On the Customs Tariff of Ukraine" was forwarded to the repeated First Reading.
In the end of the morning meeting, the People´s Deputies adopted the Law "On Amendments to the Customs Tariff of Ukraine" (re Rate of Import Duty for Polyvinylchloride) as a basis and in its entirety.
Then the morning plenary meeting was closed.
At the plenary meeting Serhiy Teriokhin, Chairman of the Committee on Taxation and Customs Policy, presented the Bill on Urgent Measures to be taken to prevent Consequences of the Global Financial Crisis and Amendments to certain Laws of Ukraine.
The Bill was forwarded to the repeated First Reading (227 votes).
The Bills on amendments to the Law "On Taxation of Income of Enterprises" and on amendments to certain legislative acts on taxation (re reduction of tax load and promotion of development of domestic market) were rejected.
The Verkhovna Rada adopted the following Laws at the Second Reading and in entirety: "On Amendments to certain Legislative Acts of Ukraine" (re Relations of Lease), "On Amendments to the Law of Ukraine "On the Lease of Property in State and Municipal Ownership" (re Protection of the Rights of Owners), "On Supplements to the Law of Ukraine "On Concessions" (re Specifics of Application of Concession Agreements to the Objects in State or Municipal Ownership exploited for Centralized Water Supply, Heating, and Drainage), "On Amendments to Article 65 of the Law of Ukraine "On Higher Education" (re Establishment of Autonomous Business Units).
The Verkhovna Rada ratified the National Program on Prevention of HIV-Infection, Treatment, Care for and Support of the HIV/AIDS-infected for 2009-2013" (409 votes).
The People´s Deputies scrutinized amendments to the Law of Ukraine "On Restructuring of Arrears in Payments envisaged by Article 57 of the Law of Ukraine "On Education" for Educational, Scientific-Educational and other Categories of Employees of Educational Establishments" and the Bill "On Enhancement of Responsibility for Untimely Payment of Groundless Non-Payment of Wages, Scholarship, Pension and other Legally Established Payments". Both Bills were adopted in entirety as Laws.
The Verkhovna Rada passed a Resolution "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Facts of Violation of the Constitution of Ukraine and the Laws of Ukraine, Adoption of Illegitimate Resolutions by the Officials of Kyiv City State Administration (Executive Body of Kyiv City Council)". People´s Deputy Kyryl Kulykov was elected Head of the Panel. The Panel will work for three months.
The Verkhovna Rada passed a Resolution "On Extension of Relations between Ukraine and the Republic of Cuba concerning Implementation of the Program on Assistance to Ukrainian Children-Victims of Chornobyl and other Environmental Disasters" (383 votes).
Then the evening plenary meeting was closed.
The next plenary meeting of the Fourth Session will be held on Friday, 20 February.
