THE PLENARY MEETING OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON FRIDAY, 20 FEBRUARY
Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and informed the People´s Deputies about the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on 19 February.
The People´s Deputies listened to the report of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Facts of Violation of the Constitution of Ukraine, the Land Code of Ukraine, other Laws of Ukraine by Ternopil City Council, Non-Fulfillment of Court Decisions by Allocation, Transfer, Rendering of Land Plots, Malfeasances in Administration of Objects in Municipal Ownership, and Inactivity of Prosecution Bodies concerning Violation of Ukrainian Legislation by the City Council.
According to Ivan Denkovych, Head of the Temporary Inquiry Panel, the inspection revealed the facts of systematic violation of effective legislation by allocation, transit and lease of land plots in municipal ownership, official malfeasances and abuse of authorities by the officials of the local self-government of Ternopil.
Moreover, the inspection "revealed illegitimate corruptive actions of officials of Ternopil City Council by the lease and privatization of objects in municipal ownership".
The Verkhovna Rada passed the Resolution by 352 votes. The report will be forwarded to the General Prosecution of Ukraine, the Security Service and the Ministry of Internal Affairs.
Pursuant to the Resolution, the authorities of the Temporary Inquiry Panel were terminated.
Olha Bench, Vice-Minister of Culture and Tourism, presented the Bill on Amendments to the Law "On Museums and Museum Studies". Thus, the Bill defines special terms, specifies the procedure of registration and preservation of monuments of the Museum Fund of Ukraine.
O.Bench stressed that adoption of the Law would strengthen the supervision over preservation of funds, and prevent violent interpretation of important concepts in museum studies.
The Bill on Amendments to the Law "On Museums and Museum Studies" was adopted as a basis (379 votes).
Then the People´s Deputies scrutinized the Bill on Amendments to the Law "On Libraries and Library Science". The Bill specifies terminology and concept database, defines the procedure of formation of library stock, and determines the functions of the National Library of Ukraine.
The Verkhovna Rada of Ukraine adopted the Bill on Amendments to the Law "On Museums and Museum Studies" as a basis (259 votes).
Vasyl Marmazov, Vice-Minister of Internal Affairs, presented the Bill on Amendments to Article 26 of the Law "On the Legal Status of the Foreigners and Stateless Persons". The Bill offers legislative regulation of emigration of foreigners from Ukraine under the procedure of readmission.
The Verkhovna Rada of Ukraine adopted the Bill as a basis at the First Reading (233 votes).
Then Oleksandr Yefremov, Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, took the floor. Thus, the Committee held a sitting to scrutinize Draft Budget of The Verkhovna Rada for 2009, elaborated by the Administrative Office of The Verkhovna Rada of Ukraine Secretariate within the limits established by the State Budget of Ukraine. The deficit of budget totals 118 million UAH.
The Verkhovna Rada of Ukraine ratified the budget for 2009.
The People´s Deputies scrutinized and adopted as a basis the Bills on Amendments to certain Legislative Acts of Ukraine concerning Preliminary Control of Documents at the Admission Centers on the Customs Border and the on Amendments to certain Legislative Acts of Ukraine (re Coordination with the Law of Ukraine "On International Privacy Law").
The Law "On Amendments to Article 11 of the Law "On Import (Shipping) to Ukraine, Customs Registration and Taxation of Personal Belongings, Goods and Vehicles imported (shipped) by the Citizens to the Customs Territory of Ukraine" was adopted as a basis and in its entirety.
In the end of the plenary meeting, the People´s Deputies presented their announcements, reports, and motions.
Then the plenary meeting was closed.
On 23-27 February, the People´s Deputies will work with electors.
The next plenary meeting of the Fourth Session will be held on 3 March.
