THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, 18 FEBRUARY
Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and informed the People´s Deputies about the results of work of The Verkhovna Rada at the plenary meetings on 17 February.
Valeriy Piatnytsky, Deputy Minister of Economy, reported on the Bill on Ratification of the Letter of Commission for Subscription to the Shares with Extension of the Capital of the Black Sea Bank of Trade and Development. The People´s Deputies upheld the Bill (351 votes).
The Verkhovna Rada ratified to Resolutions of the CIS Economic Council concerning Amendments to the List of Conditions, Industrial and Technological Operations, by Performance of which the Origin of a Commodity is similar to the Country-Producer. The People´s Deputies also scrutinized and ratified Amendments to the Regulations of the Agreement to the Energy Charter that appertain to Trade (370 votes).
The Bill on Ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of Romania concerning Economic, Industrial, Scientific and Technical Cooperation provoked discussion at the session hall. However, the Agreement was ratified by 293 votes.
The Verkhovna Rada endorsed Ukraine´s Accession to the Vienna Agreement concerning Establishment of an International Classification of the Figurative Elements of Marks (393 votes).
The following documents were also ratified: the Additional Protocol to the Memorandum on Mutual Understanding between the Government of Ukraine and the North Atlantic Treaty Organization (NATO) concerning Foundation of the NATO Information and Documentation Center in Ukraine (235 votes), the Additional Protocol to the Memorandum on Mutual Understanding between the Government of Ukraine and the North Atlantic Treaty Organization (NATO) concerning Appointment of NATO Liaison Officers in Ukraine (239 votes), the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Tajikistan concerning International Motor Carriage of Passengers and Cargo, and the Protocol concerning Application of the said Agreement (351 votes).
The Verkhovna Rada endorsed the Agreement between the Cabinet of Ministers of Ukraine and the Government of the People´s Democratic Republic of Algeria concerning Protection of Information with Restricted Access (322 votes), the Convention between the Government of Ukraine and the Government of the Kingdom of Morocco concerning Elimination of Double Taxation and Prevention of Income Tax Evasion (351 votes), the Agreement between the Government of Ukraine and the Government of the Kingdom of Saudi Arabia concerning Promotion and Mutual Protection of Investments (357 votes).
The people´s Deputies scrutinized and adopted the Law "On Adoption of the Amendment to the Agreement on Preservation of Bats in Europe" (239 votes).
Then the Parliament members scrutinized the Bill on Amendments to the Law of Ukraine "On Enhancement of Prestigiousness of Miner´s Work.
Thus, pursuant to the Bill, the workers of liquidated coal-mining enterprises who are entitled to the free supply of coal for everyday needs, but reside in the houses with central heating, will receive compensation for the payment for electric power, gas and central heating.
The Bill was adopted as a basis.
People´s Deputy Oleh Zarubinsky reported on the Bill on Amendments to certain Legislative Acts of Ukraine" (re Hourly Wage). The Bill introduces amendments to the Code of Laws of Labour of Ukraine and the Budget Code of Ukraine. The Bill creates legal prerequisites for introduction of hourly wage. Thus, pursuant to the Bill, the Budget Code should envisage a regulation concerning obligatory establishment of not only monthly, but also hourly wage in the Law on the State Budget of Ukraine.
The Bill was adopted as a basis (303 votes).
In the end of the plenary meeting, the People´s Deputies scrutinized amendments to the Bill on the State Program of Privatization for Years 2009-2013. The parliament members adopted the Bill at the Second Reading (228 votes).
Then the plenary meeting was closed.
The next plenary meeting of the Fourth Session will be held on Thursday, 19 February.
