PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 5 FEBRUARY
In the beginning of the morning meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, reported about the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on the 4th of February.
Yulia Tymoshenko, Prime-Minister of Ukraine, delivered a speech before the parliament members.
Yu.Tymoshenko stated that due to certain incompetent actions, Ukrainian banking system conducted its activity without actual funds and failed to forward them into the real economic sector.
The Prime-Minister defined the main factors that worsened the situation, reported on the realization of the State Budget in January, dwelling upon the payment of wages and pensions in detail.
The Prime-Minister also singled out four priorities in the activity of the Government, namely, development of the agricultural sector; construction; energy saving, reconstruction and modernization of all systems of energy-supply in Ukraine; and key machine-building enterprises.
Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, announced that on 5 February 2009, the Central Election Commission registered a People´s Deputy of Ukraine - Samofalov Hennadiy Hryhorovych, member of the Party of Regions, elected at the multi-mandate electoral district on 30 September 2007.
A newly-elected People´s Deputy took the oath before The Verkhovna Rada.
At 4 p.m. the Chairman of The Verkhovna Rada of Ukraine declared the morning meeting closed and opened the evening meeting.
The Draft Resolution on the Responsibility of the Cabinet of Ministers of Ukraine was put to the vote. The Draft Resolution failed to be endorsed.
Then the People´s Deputies scrutinized a number of Draft Resolutions concerning appointment and dismissal of judges and adopted relevant resolutions.
Then the Parliament members adopted a number of resolutions concerning holding of extraordinary local elections.
Finally, the People´s Deputies scrutinized and adopted as a basis the following Laws: on Amendments to the Law of Ukraine "On Appraisal of Land" (re Period of conducting Regulatory Pecuniary Valuation of Land) (337 votes) and on Amendments to the Law "On Grain and Grain Market in Ukraine" (re Specification of the Certificate Issue Procedure) (346 votes).
Then the evening plenary meeting was closed.
