On Thursday, the 15th of January, the plenary meetings of the Third Session of the Verkhovna Rada of Ukraine were held.
At the beginning of the morning meeting, Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine informed on the work of the Verkhovna Rada during the plenary meeting on the 14th of January.
The Parliamentarians have discussed the Resolution on Amendments to the Resolution of The Verkhovna Rada of Ukraine on the Schedule of the Third Session of The Verkhovna Rada of Ukraine of the Sixth Convocation. Pursuant to the discussion on 19-23 January the People´s Deputies will work in the Committees and Factions, and on 26-30 January with electors. The third session will be closed on the day of opening of the fourth session 2nd of February.
Then parliamentarians scrutinized three Draft Resolutions on Amendments to Committees personnel and adopted positive decisions.
The Verkhovna Rada has adopted the Resolution on Holding of Parliamentary Hearings on 18th of March 2009 "On the Conditions of Justice in Ukraine" ("for" 411 votes).
Then the Resolution on Amendments to Resolution "On Formation of the Temporary Inquiry Panel on Investigation of the National Bank of Ukraine Activity during the Finance Crisis" was adopted. ("for" 372 votes). According to the Resolution the term of activity of the Panel is prolonged for 6 month from the adoption of the Resolution by the Cabinet of Ministries.
Moreover, the Verkhovna Rada will appeal to the President for the second time in order to dismiss Stelmakh V. S. from the office of the Chairman of the National Bank of Ukraine and suggest the candidate for the office for adoption in the Verkhovna Rada.
The Verkhovna Rada of Ukraine passed a Resolution "On Awarding of The Verkhovna Rada of Ukraine Prize to the Most Talented Young Scientists in the Field of Fundamental and Applied Research, Scientific and Technical Developments for Year 2008" ("for´ 412 votes), on Awarding in Year 2009 of The Verkhovna Rada of Ukraine Prize to the Most Talented Young Scientists" ("for"- 401 votes), "On Celebration of the 100th Anniversary of the First Antemortem Diagnostics of Acute Myocardial ("for" 413 votes) Infarction".
By the majority of votes a Resolution "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Corruptive Actions of Officials who hamper the Return of 16 Helicopters МІ-8 МТ (МТВ) leased to the Private Company "Ukrainski Vertolioty" Closed Joint-Stock Company to the Stock of the Ground Forces of the Armed Forces of Ukraine" was included into agenda and passed. ("for" 400 votes.)
The Bill "On the Principles of Restoration and Development of Ukrainian Cossacks, Cossack Organizations and their Associations" was forwarded for further elaboration.
The Verkhovna Rada of Ukraine adopted at the second reading and in its entirety the Laws: "On Amendments to Article 6 of the Law of Ukraine "On Delimitation of Land in Public and Municipal Ownership"(386 votes), "On Amendments to certain Laws of Ukraine (re the Right of Religious Organizations for Permanent Use of a Land Plot)" (327votes), "On Amendments to Article 11 of the Law of Ukraine "On Facilitation of Social Formation and Development of Youth in Ukraine" (397 votes), "On Amendments to the Law of Ukraine "On Social Work with Children and Youth" and some other Legislative Acts" (403 votes), "On Amendments to certain Laws of Ukraine concerning Activity of the State Service of Special Communication and Protection of Information of Ukraine" (404 votes), "On Amendments to certain Laws of Ukraine (re Burial of the Participants of Combat Operations and Social Protection of their Family Members)" (378 votes), "On Amendments to Article 12 of the Law of Ukraine "On Payment for Land" (392 votes), "On Amendments to certain Laws of Ukraine re Development of Quality Management Systems, Environmental Management Systems and other Management Systems" (229 votes).
The Bill "On Scientific Parks" was forward for the second reading (385 votes).
The Bill of the Law "On Licensing of the Certain Kinds of Economic Activity" was rejected (223 votes).
The Verkhovna Rada of Ukraine adopted the Laws: "On Moratorium on Condemnation of Property and Premises from the Editorial Offices of Public and Municipal Mass Media" in the second reading ("for" 378 votes), "On Amendments to certain Laws of Ukraine concerning Rendering of Information about the Persons who receive Insurance Payments" (378 votes), "On Amendments to certain Laws of Ukraine" (re Coordination of Legislative Acts due to the Renaming of certain Governmental Administration Bodies) (368 votes), "On the National Program of Withdrawal of Chornobyl Nuclear Power Plant from Operation and Transformation of "Ukryttia" Object into an Environmentally Safe System" (391 votes).
The People´s Deputies of Ukraine passed a Resolution "On the Guidelines of Parliamentary Hearings "On Observance of Constitutional Guarantees of Citizens' Labour Rights" (354 votes).
As a result of voting the Law "On Buying of the Land Plots of the private ownership for the public needs" was rejected (48 votes). The Law "On Amendments to the Criminal and Criminal-Procedural Codes of Ukraine regarding Exploitation of a Child for Begging" was adopted with Account of the Motions of the President of Ukraine (383 votes).
The morning meeting was closed.
During the evening meeting the scrutinizing of the Laws with the account of the President´s Motions continued. The People´s Deputies supported the President´s motion on the rejection of the Law "On Amendments to certain Laws of Ukraine on Provision of the eminent supervision in the sphere of civil protection and Technological Security" (240 votes).
The Vice-Chairman of the President of Ukraine Secretariat, Maryna Stavniychuk informed on the President´s motions on the Law "On Amendments to Article 14 of the Law of Ukraine on the Status of People's Deputy of Ukraine" (re the participation of the People's Deputy of Ukraine in the Temporary Panels Work). She announced that the Bill envisages that "the People´s Deputy in accordance with the relevant Deputies Faction might be elected as a member of one of the Verkhovna Rada of Ukraine Committees and at the same time might be member of one Temporary Inquiry Panel and one Temporary Special Panel".
The Profile Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine recommends uphold the President´s Motions. With Account of the Motions of the President of Ukraine the Law was adopted in new edition (380 votes).
The People´s Deputies of Ukraine have overcome the President's of Ukraine Veto upon the Laws "On Amendments to certain Laws of Ukraine regarding minimizing of the Finance Crisis Influence upon the Sate Industry Development" (400 votes) and "On Disciplinary Statute of the State Service on Special Communications and Data Protection of Ukraine".
The First Vice-Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, Serhiy Sas informed on the Law "On Temporary Inquiry Panels, Special Temporary Inquiry Panel and Temporary Special Panel of the Verkhovna Rada of Ukraine".
The Law regulates the authority of the Verkhovna Rada of Ukraine regarding the definition of the status, order of formation and activity of the Temporary Bodies of the Verkhovna Rada of Ukraine.
Pursuant to the Law, "the grounds for the temporary Panel formation might be information on violation of the Constitution of Ukraine, Laws of Ukraine by the state power bodies, local self- governing bodies, estates, public organizations regarding the issues of the social interest". The Bill was adopted in the second reading and in its entirety (408 votes).
The Verkhovna Rada has adopted at the second reading the Laws: "On Amendments to the Law of Ukraine "On Concessions for the Building and Exploitation of the Motor Highways" (252), On the Charge System and Supervision of the Unified Social Dues for the Compulsory state Social Insurance (409 votes).
