ON WEDNESDAY 14TH OF JANUARY THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS WORK IN THE PLENARY REGIME
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, has informed on the result of the work during the plenary meetings on 13th of January.
The People´s Deputies have agreed with the Chairman´s proposition to scrutinize the issues of the agenda in a shortened way.
Mykola Onishchuk, Minister on Justice, has informed on the Bill "On Amendments to the Code of Ukraine on Administrative Infringements" regarding Enhancement of Responsibility for Disruption of Scrutiny of Judicial Cases and Demonstration of Disrespect for the Law. The Bill suggests a new version of Article 1853 of the Code of Ukraine on Administrative Infringements. Thus, it establishes administrative responsibility for not only intentional contumacy, but also for the first contumacy without a lawful excuse of a witness, a victim, a plaintiff, a defendant, an expert, an interpreter and also other expert or person whose presence is considered compulsory, in case it hampers scrutiny of the case.
M. Onishchuk has declared that the Bill also enhances administrative responsibility for the recurrent non-appearance in court without sound reasons, and defines responsibility for non-fulfillment or untimely fulfillment of legitimate demands of court concerning submission of information or documents necessary for the scrutiny, and for rough violation of order during the trial that led to its disruption.
The Chairman of the Sub Committee on Legislative Support of the Law Enforcement Actions, Viktor Shemchuk has informed that the Committee upholds the Bill.
The Verkhovna Rada has adopted the Bill as a basis ("or" 232 votes).
The People´s Deputies have scrutinized the Bill on Amendments to the National Program on Adaptation of Ukrainian Legislation to the Legislation of the European Union. As it was reported by the Vice-Minister on Justice, Valeria Lutkovska, the amendments prolong the first stage of implementation of the National Program on Adaptation of Ukrainian Legislation to the Legislation of the European Union for the period of effect of the Agreement on Partnership and Cooperation between Ukraine and European Communities and their Member-Countries.
As a result of a discussion, the Bill on Amendments to the National Program on Adaptation of Ukrainian Legislation to the Legislation of the European Union was adopted as a basis ("for" - 235 votes) and in its entirety ("for" 238 votes).
Ksenia Liapina, People´s Deputy, has presented the Bill on Packing and Packing Waste. She stressed that it establishes: planned performance in recycle of packing waste in the per cent rate to the gross packing weight; responsibilities of entities performing packing treatment concerning reduction of environmental impact of the packing waste; organizational and legal principles of establishment and activity of non-profit associations that organize separate collection and recycling of package waste.
K. Liapina emphasized that "the adoption of the Law is supposed to improve the ecologic situation in Ukraine".
During their speeches, parliamentarians stressed the importance of the adoption of the suggested Law.
The Verkhovna Rada of Ukraine has adopted the Law on Packing and Packing Waste as a basis ("for" 331 votes).
The People´s Deputies have scrutinized and adopted as a basis the following Bills: On Amendments to the Water Code of Ukraine (382 votes); On Amendments to certain Legislative Acts of Ukraine concerning Enhancement of Legislation on Economic Associations (383); On Amendments to certain Legislative Acts of Ukraine (regarding Formation of Authorized Capitals of Economic Associations); On Amendments to the Law "On Economic Associations" (regarding Non-Extension of the Limited Number of Participants onto the Operating and Registered Limited Liability Companies) (278 votes).
The Bill on Amendments to the Law "On State Decorations of Ukraine" was adopted as a basis ("for" 243 votes).
Volodymyr Lytvyn has informed on the results of the Conciliation Council that was held during the plenary meeting and the recess. He announced the issue on implementation of the Bill of Regulation on adoption of the Resolution on Nonconfidence to Cabinet of Ministries of Ukraine.
The Chairman stressed that it was not able to scrutinize the following issue until the end of the session.
V. Lytvyn stated that The Verkhovna Rada should work during the next week in a working regime for the Committees to be able to prepare the suggested issue and prepare it for the consideration at The Verkhovna Rada of Ukraine. He also recommends the issue to be scrutinized during the first plenary week of the fourth session. The Party of Regions´ representative suggested another proposition: during the next week Verkhovna Rada should continue its work in plenary regime and scrutinize the Bill on Nonconfidence to the Cabinet of Ministries of Ukraine on Thursday.
V. Lytvyn declared that initiators should present the relevant Bills of the regulations. The Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine is to scrutinize the matter today.
The Chairman of the Verkhovna Rada of Ukraine explained that if the Resolution on Nonconfidence to Cabinet of Ministries of Ukraine is adopted, the Cabinet of Ministries will stop attending The Verkhovna Rada as they are not allowed to perform their work. Nevertheless, the right of 155 Deputies should be realized and have its logical closure.
Then parliamentarians upheld the Bill on Prevention, Diagnostics and Medical Treatment of Breast Precancer and Cancer at the first reading.
The Verkhovna Rada has ratified the Agreement between Ukraine and the Slovak Republic concerning Social Security (357 votes), the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Federal Republic of Germany concerning Transportation of Military Cargo and Personnel through the Territory of Ukraine (226 votes), the European Convention on the Legal Status of Children Born out of Wedlock (350 votes).
The Verkhovna Rada of Ukraine passed the Resolution with certain changes (concerning terms of the Program) "On Elaboration of the National Program of Technical and Material Re-Equipment and Social Development of the State Search-and-Rescue Services of the Ministry of Ukraine in charge of Emergency Situations and Protection of the Population from the Consequences of Chornobyl Disaster".
At the end of the morning meeting the People´s Deputies adopted the Declaration of The Verkhovna Rada of Ukraine concerning Tragic Events after the Acts of Terrorism in the Indian City Mumbai (233 votes).
Then the plenary meeting was closed.
The next plenary meeting will be held on Thursday, the 15th of January.
