ON TUESDAY, THE 23RD OF OCTOBER THE PLENARY MEETINGS OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE WERE HELD
The Chairman of the Verkhovna Rada of Ukraine, Volodymyr Lytvyn has informed on the results of the Parliamentary work during the period from 16 to 19th of December.
The Chairman announced that on 22nd of December 2008 Central Elective Committee has registered the People´s Deputy of Ukraine who was elected on 30th of October 2007 in multiseat electoral district, Tsarkov Evhen Ihorovych was included into the list of candidates of Communist Party of Ukraine.
The Parties representatives informed on propositions, announcements and applications.
The Verkhovna Rada has adopted the Resolution on changes in the membership of the Committee on Science and Education. V. M. Lytvyn was recalled from the office of the member of the Committee on Science and Education.
The Verkhovna Rada of Ukraine has adopted the Resolution on Amendments to Resolution of the Verkhovna Rada of Ukraine ‘On election of Chairmen Vice-Chairmen, First Vice-Chairmen, Sectaries, members of the Committees of the Verkhovna Rada of Ukraine of the sixth Convocation and Election of the Chairman, Vice-Chairman of the Special Supervisory Committee on the Privatization". According to the Resolution, Sharov I.F. is recalled from the office of the Chairman of the Committee on Human Rights, National Minorities and International Relations and nominated on the office of the member of the Committee on Public Health, Zarubinskiy O.O. is recalled from the office of the Secretary of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety and is nominated on the office of the Chairman of the Committee on Human Rights, National Minorities and International Relations.
Sergiy Teriohin reported on the amendments to some laws of Ukraine, concerning Prevention of Negative Influence of the Global Financial Crisis on the Development of Agricultural Sector. The Chairman of the Committee on Taxation and Customs Policy informed that 49 amendments from the People´s Deputies were received, 22 of them were not upheld and transferred into the Bill on the amendments to some laws of Ukraine, concerning the Improvement of external balance of Ukraine.
The certain numbers of the amendments were scrutinized so the Bill was adopted in its entirety (263 votes)
Next two amendments to the Bill on the amendments to some laws of Ukraine, concerning the Improvement of external balance of Ukraine in consequences of the World Crisis were scrutinized. The Bill was adopted in its entirety (269 votes)
Next the Bill "On Amendments to certain Laws of Ukraine concerning Prevention of Negative Influence of the Global Financial Crisis" (concerning the protection of the property rights of the citizen and support of the domestic producer) was adopted as a Basis (231 votes). The Bill envisages that during the period of recovery from the financial recession, the Bill imposes the moratorium concerning acquisition of right of access to the collection of the mortgage or pledge item by pledgee or mortgagee, in case the mortgage or pledge item is a real estate in which the citizens permanently reside. The period is determined by the Cabinet of Ministers.

At the beginning of the evening meeting, the Chairman announced that Julia Tymoshenko, the Prime-Minister of Ukraine took part in it.
The Prime Minister introduced the project of the State Budget 2009. She declared that the Government will work on the stabilization of the macroeconomics, recovering of the finance markets and minimize the social consequences of the crisis.
The Prime Minister announced the Cabinet of Ministers determined five prior tasks: creation of the conditions to overcome the crisis; no restrictions for the development of infrastructure; increase of the technology level of the industry; create modern agricultural complex and work on the integration in the world industry.
"First of all we need to overcome the crisis and then to achieve stability in development", - the Prime Minister stressed.
Y. Tymoshenko has named exchange rate, financially and economically based at the arte of 6,0-6,5 grn./dol. Devaluation from the October of the current year is 38,5%
Y. Tymoshenko stressed that the majority of the countries "have planned the decline in GDP" in next year. "We can expect for the dynamic of GDP 0,4%", - she declared.
The growth of unemployment at the rate 8,8%, producer price index -12%, consumer price index 9,5% are also expected by the Budget. The part of the social expenses might be freeze but the average month salary might be 2093 (in current year 1840). Budget deficit 2,96%. "We propose to direct the deficit into the Stabilizing Fund" Y. Tymoshenko declared.

The Bill was supported by Yulia Tymoshenko Bloc, Lytvyn Bloc, against - Party of Regions and Communist Party of Ukraine.
The speakers stressed that the Bill should be considerably elaborated.
The Chairman of the Verkhovna Rada of Ukraine, V. Lytvyn recommends that the propositions of Factions and Committees should be received by the Committee on Budget until 12.00 of 24th of December in order to scrutinize it on Thursday.
The Chairman put to the vote the proposition made by Party of Regions to reject the Bill. It was not supported 198 votes "for".
The Verkhovna Rada of Ukraine adopted the Bill of the State Budget for year 2009 for scrutinizing.
The Vice-Chairperson of the President of Ukraine Secretariat, Maryna Stavniychuk has reported on the President´s Bill on Association of the Local Self-Governing Bodies. The Bill envisages determination of the legislative basis of organization and activity of local self-governing bodies association, their cooperation with state-governing bodies. The Bill was adopted by 441 votes.
At the end of the meeting the people´s Deputies have scrutinized the Bill on Amendments to certain laws on excise tax. The Bill envisages the increase of the excise tax on ethyl alcohol, alcoholic drinks and beer. The income to the Budget from the excise taxis planned at the rate 1,5 mlrd.grn for the year. The Bill was adopted by 226 votes.
