PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE WAS HELD ON TUESDAY, 16 DECEMBER
At the beginning of the morning meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of Parliament´s activity for the period of 9-12 December 2008. Thus, 5 plenary meetings were held, 15 issues of the agenda were scrutinized, 3 Laws and 15 Resolutions were adopted, 6 Bills were adopted as a basis.
Representatives of Deputy Factions presented their motions, appeals and announcements. Thus, Borys Tarasiuk, representatives of the "Our Ukraine" Faction announced that the Faction upheld the Agreement on Creation of the Coalition with the Yulia Tymoshenko Bloc and the Lytvyn Bloc. B.Tarasiuk also announced that Viacheslav Kyrylenko, Chairman of the Faction, and Vice-Chairman Roman Zvarych sent in their resignation.
Then the People´s Deputies scrutinized the agenda of the Third Session. The agenda of the Third Session was adopted by 233 votes.
The Verkhovna Rada of Ukraine adopted the Resolution, pursuant to which, Selivanov Anatoliy Oleksandrovych, Head of the Department on Liaison with Law-Enforcement Bodies of The Verkhovna Rada of Ukraine Secretariate was appointed a permanent representative of The Verkhovna Rada of Ukraine at the Constitutional Court of Ukraine.
The People´s Deputies scrutinized appeals of Sviatoslav Vakarchuk and Mykola Tymoshenko, People´s deputies of Ukraine, concerning termination of their deputy´s authorities, and upheld the appeals.
Yuriy Pavlenko, Minister of Ukraine in charge of Family Matters, Youth and Sports, presented the Bill on Amendments to certain Legislative Acts of Ukraine concerning Social Protection of Families with Dependent Children. The Bill envisages introduction of extra social safeguards for the families with dependent children.
In case the Bill is adopted, the Government will start to form a single policy of social protection and social support of families with dependent children.
The Bill was adopted as a basis by 234 votes.
Anatoliy Maksiuta, First Vice-Minister of Economy, presented the Bill on Amendments to certain Legislative Acts of Ukraine (re Investment Activity). He stated that the Bill specified the term "investments", introduced the term "investment project", as indefiniteness of these concepts causes numerous problems in practice.
The Bill on Amendments to certain Legislative Acts of Ukraine (re Investment Activity) was adopted as a basis by 241 votes.
The Verkhovna Rada adopted as a basis the Bills on Amendments to certain Legislative Acts of Ukraine concerning Responsibility for Infringements at the Equity Market, and concerning Illegal Takeover and Seizure of Enterprises.
The Bill on Amendments to the Law of Ukraine "On the Provision of the Stable Functioning of Fuel and Energy Complex Enterprises" was adopted as a basis and in its entirety. The Law extends the period of validity of the Law "On Measures to be taken to secure Stable Functioning of Fuel and Energy Complex Enterprises" till 1 January 2011.
The Verkhovna Rada declined the Bills on Application of Common Prices at the period of Tax Inspection (213 votes), and on Amendments to certain Legislative Acts of Ukraine (re Regulations of Legislation on Taxation).
The People´s Deputies resolved to continue the plenary meeting until all the issues of the agenda were scrutinized, work in the Committees since 4 p.m., and cancel the evening plenary meeting.
The Bills on Amendments to certain Legislative Acts of Ukraine and on Amendments to the Law "On the Rates of Excise Duty on Tobacco Goods" were adopted as a basis.
V.Lytvyn stated that the resolution of three Factions concerning formation of the Coalition between the Deputy Factions "Our Ukraine-People´s Self-Defence Bloc", the Yulia Tymoshenko Bloc and the Lytvyn Bloc, was announced at the plenary meeting on 9 December. The Agreement on Creation of the Coalition of National Development, Stability and Order was concluded on the grounds of resolutions of three Factions on 16 December 2008. The Agreement was signed by the authorized representatives of three Factions.
