PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE WERE HELD ON THURSDAY, 11 DECEMBER  

At the beginning of the morning meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the schedule of plenary meetings for 11-12 December suggested by the leaders of Deputy Factions.  

The People´s Deputies adopted the schedule by 282 votes and started to scrutinize the issues of agenda.  

Yuriy Melnyk, Minister of Agrarian Policy, presented the governmental Bill on Amendments to certain Laws of Ukraine concerning Prevention of Negative Influence of the Global Financial Crisis on the Development of Agricultural Sector.  

The reporter stated that the Bill envisaged support of the actual economic sector by means of creation of more favourable market conditions for the sale of vegetative production, protection of domestic producers of livestock production.   

Serhiy Ryzhuk, Vice-Chairman of the Committee on Agrarian Policy and Land Relations, reported on the alternative Bill on Amendments to certain Laws of Ukraine concerning Prevention of Negative Influence of the Crisis on the Agricultural Sector. He stated that the Bill introduced a number of means to be taken to prevent negative consequences in the agricultural complex and secure food safety in the country.  

The People´s Deputies assented to the necessity of taking immediate measures to prevent influence of the negative consequences of the crisis on the agricultural sector. However, they called for elaboration of a single Bill.   

The governmental Bill was adopted as a basis by 233 votes.  

People´s Deputy Viacheslav Kyrylenko presented the Bill on Social Protection of Population from the Consequences of the Global Financial Crisis.  

Mykhailo Papiev, Head of the Sub-Committee of the Committee on Social Policy and Labour, reported on the resolution of the profile Committee. Thus, the Committee recommends that the Bill be forwarded for further elaboration, as it failed to be coordinated with the Bills that form the expenditures of the State Budget.   

The Verkhovna Rada adopted the Bill on Social Protection of Population from the Consequences of the Global Financial Crisis by 266 votes. 

After the recess, the People´s Deputies scrutinized a number of resolutions concerning appointment and dismissal of judges.  

On behalf of the Conciliative Council, Serhiy Kivalov, Chairman of the Committee on Justice, reported on the situation at Lviv Administrative Court of Appeal.  

V.Lytvyn stated that The Verkhovna Rada received the resolution of the General Prosecution concerning removal of Zvarych Ihor Stepanovych from the post of a judge of Lviv Administrative Court of Appeal. 

Then the morning plenary meeting was closed.

At the evening meeting, the People´s Deputies proceeded with the scrutiny of the agenda issues. Serhiy Romaniuk, First Vice-Minister of Economy, presented the Bill on Amendments to the Law "On the Governmental Defense Order" submitted by the Cabinet of Ministers.  

The People´s Deputies upheld the Bill by 231 votes.  

Then the People´s Deputies scrutinized two Bills on Prevention of Influence of the Global Financial Crisis on the Development of Construction Sector and Housing Development, and on Anti-Recessionary Measures to be taken in Housing Development. The Bills envisage measures to be taken in order to stabilize construction sector, secure housing rights of the citizens who are in need of government support, and promote housing development under the conditions of financial crisis.  

The People´s Deputies upheld the Bill submitted by the Cabinet of Ministers as a basis.  

Serhiy Teriokhin, Chairman of the Committee on Taxation and Customs Policy, presented the Bill on Amendments to certain Laws of Ukraine concerning Enhancement of Ukraine's Balance of Payment in view of the Global Financial Crisis. 

The Bill suggests the procedure of introduction, alteration and cancellation of a temporary increase to the current rates of import duty imposed on certain goods the import of which is substantially increasing.  

The People´s Deputies adopted the Bill at the First Reading by 264 votes.  

At the end of the evening plenary meeting, the People´s Deputies scrutinized the Bill "On Amendments to certain Legislative Acts of Ukraine (re Minimization of Influence of the Financial Crisis on the Development of Motor-Car Construction and other Sectors of National Industry). The Bill presupposes that processing enterprises are exempt from import duty imposed on the equipment and component parts that are not produced in Ukraine. The Bill also extends the period of validity of the Law "On the Development of Motor-Car Industry of Ukraine" till 31 December 2013.  

The Bill was adopted as a basis by 237 votes.  

Then the evening plenary meeting was closed.  

The next plenary meeting will be held on Friday, 12 December.
