PLENARY MEETING OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE WAS HELD ON TUESDAY, 2 DECEMBER  

 

At the beginning of the morning meeting, representatives of the Deputy Factions presented their motions, appeals and announcements.

 

Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, presided over the meeting. He announced the outcome of the council of parliamentary Factions´ leaders held on the previous day. Thus, Factions are not ready to launch the plenary meeting dedicated to the election of a Chairman of The Verkhovna Rada of Ukraine, since the consultations on the said issues have not been completed yet.  

 

However, the participants of the council commented on a great number of Bills aimed at slowing down of the recessionary processes in Ukraine.

 

O.Lavrynovych stated that the parliamentary Committees had held preliminary scrutiny of 26 anti-recessionary Bills. However, only one Bill is ready to be scrutinized at the Parliament.

 

O.Lavrynovych addressed the Chairmen of the Committees on Budget, Finance and Banking, Taxation and Customs Policy with a request to secure proper preparation of the Bills for the parliamentary scrutiny.

 

According to O.Lavrynovych, participants of the council deem necessary to adopt the Law on the State Budget for the next year till the end of 2008. However, the Bill brought forward in September was withdrawn by the Cabinet of Ministers, and a new Bill has not been submitted yet.

 

O.Lavrynovych considers the Bill on the State Budget as the most important anti-recessionary document of the country for Year 2009.

 

Leaders of four Factions recommended that the People´s Deputies worked upon the anti-recessionary Bills in the Committees on Tuesday and Wednesday. The Factions´ leaders are recommended to conclude consultations, so that The Verkhovna Rada would start its work on Thursday from the election of a Chairman of The Verkhovna Rada and scrutiny of anti-recessionary Bills.  

 

O.Lavrynovych put the said motion to the vote. The People´s Deputies upheld the motion by 340 votes.

 

Then the plenary meeting was closed.

 

The next plenary meeting will be held on Thursday, 4 December.
