PLENARY MEETINGS OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 11 NOVEMBER
At the beginning of the morning plenary meeting, representatives of the Deputy Factions presented their appeals, motions and announcements.
Then Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, put to the vote the motion introduced by O.Yefremov, member of The Party of Regions Faction, concerning supplementing of the agenda with the Draft Resolution on Recall of A.Yatseniuk form the Post of the Chairman of The Verkhovna Rada of Ukraine due to his own Appeal. O.Yefremov stated that the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine scrutinized the appeal of A.Yatseniuk on his resignation from the post of the Chairman of The Verkhovna Rada of Ukraine and recommended that the Parliament scrutinized it.
The People´s Deputies failed to uphold the motion (220 votes).
Then the Chairman announced a recess. After the recess, the People´s Deputies passed a resolution to listen to the information of the Prosecutor General concerning withdrawal of deputy´s immunity and institution of criminal proceedings against certain People´s Deputies of Ukraine, in case relevant information was available. The People´s Deputies also resolved to scrutinize the Draft Resolution on Dismissal of V.Semeniuk from the post of the Head of the State Property Fund of Ukraine. The People´s Deputies included also a number of Bills and Draft Resolutions into the agenda. The Parliament members upheld the extended agenda by 290 votes.
Due to the motion of the Party of Regions Faction, the People´s Deputies returned to the issue concerning supplementing the agenda with the Draft Resolution on Recall of A.Yatseniuk from the Post of the Chairman of The Verkhovna Rada of Ukraine due to his own Appeal, and voted positively (229 votes).
However, representatives of the BYuT Faction blocked the lectern and the Presidium.
The Chairman announced the request of the Party of Regions and the CPU concerning a recess, and closed the morning meeting.
Having opened the evening meeting, A.Yatseniuk insisted on the voting for the recall of the Chairman of The Verkhovna Rada by ballot papers.
The People´s Deputies failed to uphold the motion of the Chairman to continue the meeting, until the said issue is scrutinized (194 votes).
A.Yatseniuk addressed the Head of the Returning Board with a request to gather all the members of the Board to organize the procedure of voting. Then he announced a recess. After the recess, Volodymyr Viazivsky, Head of the Returning Board, announced that the Returning Board had approved the form of a ballot paper for secret voting. He appealed to the People´s Deputies with a request to take part in the voting.
After the voting, V. Viazivsky informed the People´s Deputies that the Returning Board declared the voting invalid due to its results (109 People´s Deputies out of 450 received ballot papers, 108 took part in the voting, 2 ballot papers were recognized as invalid).
A.Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, declared the evening meeting closed.
