Plenary meeting of The Verkhovna Rada of Ukraine was held on Tuesday, 21 October.  

Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the meeting and declared the availability of legal grounds for work of The Verkhovna Rada of Ukraine. He stated that legislative acts could be not only adopted, but also signed by the President of Ukraine, provided they were approved by Ukrainian Parliament, as the President temporarily suspended the force of the President´s Decree № 911 "On Early Termination of Authorities of the Parliament". According to A.Yatseniuk, a relevant decree came into force, as it was published in "Presydentsky Visnyk" that day in the morning.  

Then Arseniy Yatseniuk gave floor to the representatives of the Factions. 

A.Yatseniuk underscored that, pursuant to the Standing Orders, two decisions were adopted at the last sitting of the Conciliative Council: "first voting for the Bill on Amendments to the Law on the State Budget, and the Bill on Amendments to certain Laws of Ukraine (re Organization of Elections)".  

The Chairman of The Verkhovna Rada of Ukraine stated that the Defense and Security Council of Ukraine introduced a number of motions concerning the first Bill appertaining to the funding of elections. At present, the Bill in question is aimed at the settlement of three crucial issues, i.e. expansion of the deposit guarantee fund and transfer of one billion UAH earned by the National Bank to the deposit guarantee fund;  stabilization fund and its replenishment with funds obtained due to privatization; funding of election campaign.  

A.Yatseniuk recommended that the People´s Deputies supplemented the agenda with the Bill on Amendments to certain Legislative Acts of Ukraine (re Improvement of Procedure of Extraordinary Elections and Organization of Activity of the Central Election Commission) (Reg. No. 3294) and the Bill on Amendments to the Law "On the State Budget of Ukraine for Year 2008 and Amendments to certain Legislative Acts of Ukraine" (re Counteraction against Financial Crisis and Funding of Extraordinary Elections of the People´s Deputies of Ukraine" (reg. No. 3283). However, the Parliament failed to endorse the said motion.  

Then the Chairman announced a recess. 

After the recess, O.Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine presided over the meeting. He declared the morning plenary meeting closed, as "the Yulia Tymoshenko Bloc blocked the work of Ukrainian Parliament and created, therefore, impossible conditions for Parliament´s work".    

The Chairman announced that the plenary meeting would be held on the next day.
