PLENARY WEEK OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONCLUDED ON FRIDAY, 26 SEPTEMBER
Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and invited the leaders of Deputy Factions to hold a consultation in order to coordinate the agenda. Then, the recess was announced. After the recess, the People´s Deputies of Ukraine voted for the agenda.
The Verkhovna Rada of Ukraine adopted the Resolution "On Amendments to the Schedule of the Third Session of The Verkhovna Rada of Ukraine of the Sixth Convocation". The amendments envisage plenary meetings, work in the Committees and Factions on 30 September, 1-2 October and a plenary meeting on 3 October.
Then the People´s Deputies listened to the report of Zhanna Usenko-Chorna, Deputy Head of the Central Election Commission, on compilation of the register of electors.
The Deputy Head of the Central Election Commission stated that in compliance with the Law, the State register of electors is kept in electronic form as a database with a single base that contains personal data of all electors.
The reporter informed the People´s Deputies of the ratified action plan which states that the information and communication register system should be put into operation till 15 December 2008.
The reporter believes that the Central Election Commission has a possibility to put the register into operation and, thus, define the term for refinement of the register that will last three months. Then each elector shall receive the notification concerning his inclusion into the register.
Olexandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, announced the Deputies´ requests.
Then the People´s Deputies scrutinized the Bill on Amendments to the Law "On Television and Radio Broadcasting" (re Coordination of certain Regulations of the Law in question with the Constitution of Ukraine).
Pursuant to the Bill, managers of the National Television Broadcasting Company of Ukraine and the National Radio Broadcasting Company of Ukraine are appointed and dismissed by The Verkhovna Rada of Ukraine on the grounds of the motion submitted by at least one third of the People´s Deputies of Ukraine from the constitutional composition of The Verkhovna Rada of Ukraine.
Pursuant to effective Law, managers of the National Television Broadcasting Company of Ukraine and the National Radio Broadcasting Company of Ukraine are appointed and dismissed by the President of Ukraine due to the appeal of The Verkhovna Rada of Ukraine.
Pursuant to the Bill, the charters of the National Television Broadcasting Company of Ukraine and the National Radio Broadcasting Company of Ukraine shall be approved by the resolution of the Cabinet of Ministers of Ukraine.
The Verkhovna Rada of Ukraine adopted the Bill on Amendments to the Law "On Television and Radio Broadcasting" as a basis.
Then the People´s Deputies scrutinized the Bill on Amendments to certain Laws of Ukraine regarding Extension of Requirements to the Authorized Capital of the Professional Participants of the Stock Market at the First Reading.
The Bill envisages that the license for asset management is issued to a person, provided he\she has a paid-up capital in the amount at least 1 million EUR under official exchange rate of the National Bank of Ukraine on the day the documents to the State Commission for Securities and Stock Market were submitted.
The requirements to the personal capital of person licensed to perform asset management shall be defined by the State Commission for Securities and Stock Market.
The Verkhovna Rada of Ukraine adopted the Bill on Amendments to certain Laws of Ukraine regarding Extension of Requirements to the Authorized Capital of the Professional Participants of the Stock Market at the First Reading.
At the end of the meeting, the People´s Deputies presented their motions, appeals and announcements.
Then the meeting was closed.
Next plenary meeting of the Third Session will be held on Tuesday, 30 September.
