PLENARY MEETING OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON TUESDAY, 23 SEPTEMBER
Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting, invited the leaders of the Factions to hold a consultation concerning coordination of the agenda, and announced a recess.
After the recess, the Chairman announced the coordinated agenda. The Parliament members ratified the agenda.
Then, authorized representatives of the Deputy Factions presented their appeals, motions and announcements.
The People´s Deputies scrutinized the Draft Resolution on setting up an Ad Hoc Special Panel of The Verkhovna Rada of Ukraine on monitoring the State of Elimination of Consequences of a Natural Disaster that occurred on 23-27 July 2008.
The Draft Resolution was adopted in its entirety, with due account taken of amendments appertaining to the election of a Head of the Panel and listening to the report of the Panel within a one-month period.
The Verkhovna Rada adopted in entirety the following Laws: On Amendments to certain Legislative Acts of Ukraine (re State Support of Families that adopted an Orphan or a Child deprived of Parental Care); On the List of Monuments of Cultural Heritage not liable to Privatization; on Agricultural Inventory.
The People´s Deputies scrutinized the Bill on Amendments to the Law "On Common Investment Institutes" (Unit and Corporate Investment Funds) at the First Reading. The reporter Ihor Prasolov, Chairman of the Sub-Committee under the Committee on Finance and Banking, stated that adoption of the Bill would bear positive influence of the stock market of Ukraine.
The Bill was adopted as a basis.
Then the People´s Deputies scrutinized the Bill on Amendments to certain Legislative Acts of Ukraine (re Enhancement of Financial Mechanisms of Investment in Housing Construction) at the First Reading. The Bill enhances protection of interests of investors that fund housing construction.
The reporter stated that the Bill required introduction of certain amendments into the Civil Code of Ukraine.
The People´s Deputies upheld the amendments, as they should eliminate legislative gaps exploited by fraudsters.
The Bill was adopted as a basis.
People´s Deputy Viktor Korzh reported on the Bill on Physical Culture and Sports. He stated that effective version of the Law "On Physical Culture and Sports" was adopted in 1993 and failed to correspond to present conditions.
According to the reporter, the Bill defines organizational and legal principles of effective development of children and junior reserve sports and sports of higher achievements. It regulates the issue concerning formation of the National team and defines the legal status of professional sportsmen.
The Verkhovna Rada adopted the Bill on Physical Culture and Sports as a basis by 395 votes.
At the end of the meeting, the Parliament members scrutinized and ratified the Agreement between the Cabinet of Ministers of Ukraine and the Government of Russian Federation on Readmission. The adopted Law will create legal conditions necessary for prevention and counteraction to illegal migration, and achievement of a practical goal fighting with illegal migration and creation of a single readmission dimension.
