PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON THURSDAY, 25 SEPTEMBER
Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and invited the leaders of Deputy Factions to hold a consultation in order to coordinate the agenda. Then, the recess was announced. After the recess, the Chairman informed the attendants about the agenda.
The People´s Deputies scrutinized the Draft Resolution on the Guidelines of Parliamentary Hearings "On Implementation of the European Social Charter (revised) in Ukraine". The Draft Resolution was forwarded for the repeated First Reading.
Then the People´s Deputies scrutinized the Bill on Amendments to the Law "On Prevention and Counteraction to Legalization (Laundering of Illegally obtained Income)" that introduces new international standards and confirms pursuits of Ukraine towards financial and comprehensive integration.
However, according to Stanislav Arzhevitin, First Vice-Chairman of the Committee on Finance and Banking, the Bill fails to comply with a number of Laws.
According to the reporter, "adoption of the Bill launches total inspections of financial monitoring. Financial monitoring interferes with the functions of the National Bank and exerts its control over the activity of commercial banks".
The Committee Vice-Chairman appealed to the People´s Deputies with a request to uphold the Bill at the First Reading. Within the scope of preparation of the Bill to the Second Reading, the Committee will secure its further elaboration, with due account taken of the motions of the National Bank and financial market participants.
Summing up the discussion, A.Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, defined the motion concerning financial monitoring of political figures as the most important in the Bill. "Current political corruption in Ukraine should be eradicated due to the activity of an absolutely independent and efficient public body, namely the State Commission for Financial Monitoring", - stated A.Yatseniuk.
The Bill on Amendments to the Law "On Prevention and Counteraction to Legalization (Laundering of Illegally obtained Income)" was adopted at the First Reading.
The Verkhovna Rada adopted a number of resolutions on appointment and dismissal of judges.
The Bills "On Amendments to Articles 155, 156 of the Criminal Code of Ukraine (re Amenability for Child Abuse)" and On Amendments to the Law "On Electrical Power Engineering" and to the Law "On Alternative Energy Sources" (re Establishment of Special "Green" Rates for Electric and Heat Energy) were adopted at the Second Reading and in entirety.
Then the People´s Deputies listened to the report of the Ad Hoc Inquiry Panel set up to investigate the Cause of Death of a 17-year-old Adolescent in Kramatorsk (Donetsk Region) and Occurrence of Mass Complications after Vaccination against Measles and Rubella among the Residents of Donetsk Region, and to investigate the Legitimacy of applying Vaccine in question.
Viktor Korzh, Head of the Ad Hoc Inquiry Panel, stated that the Panel scrutinized all the documents and made the conclusion as follows: "to consider the death of Anton Tyshchenko, and mass cases of health impairment among the residents of Donetsk region and conduct of vaccination as such that were directly connected with the campaign of extra immunization, to recognize the work of physicians as regards rendering due medical aid to Anton Tyshchenko and persons who appealed due to health impairment as adequate".
The Ad Hoc Inquiry Panel recognized holding of a campaign of total extra immunization against measles and rubella among the population in the age of 16-29 years without due account taken of their vicinal status and contracted diseases as inexpedient.
According to the reporter, the Ad Hoc Inquiry Panel regards application of vaccination that underwent neither due clinicoepidemiological preparation and testing, nor State registration at the territory fo Ukraine as illegitimate".
Therefore, the Panel insists that proceedings be instituted against the officials of the Ministry for Public Health involved in the campaign in question.
The People´s Deputies failed to uphold the Draft Resolution.
The Verkhovna Rada forwarded the report for further elaboration.
Then the plenary meeting was closed.
