PLENARY
MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE EIGHTH CONVOCATION WAS HELD ON
TUESDAY, DECEMBER 9, 2014.
Having opened
the morning meeting, Chairperson of the Verkhovna Rada of Ukraine Volodymyr
Groysman reminded about the
approved list of committees and governing bodies. "Efficient start of our
work is extremely important, since without creating working authorities the Ukrainian
Parliament could not have begun its work", he said.
Volodymyr Groysman informed that today is the International Anti-Corruption Day.
Then, the
Chairperson announced that people's deputy Davyd Makarian entered deputy
faction "People's Front"; Olena Kondratiuk entered coalition of
deputy factions "European Ukraine".
The
Chairperson informed about establishing of the following inter-faction deputy
unions in the Verkhovna Rada of Ukraine of the eighth convocation: "Bukovyna"
(Chairperson – Oksana Prodan); "Veterans of Afghanistan and participants
of military actions "For the Future" (Chairperson – Serhii Kunitsyn);
"For Digital Future of Ukraine" (Co-Chairpersons Olha Bielkova and
Oleksandr Danchenko); "Attraction and Protection of Investments"
(Chairperson – Nataliia Katser-Buchkovska); "For further construction of
national children specialized hospital "Okhmatdyt" (Chairperson –
Oksana Korchynska); "Equal Opportunities" (Co-Chairpersons – Mariia
Ionova, Olena Kondratiuk, and Liliia Hrynevych).
Volodymyr Groysman informed that on December 8 the Central Election Commission registered
people's deputy Oleksandr Romanovskyi ("People's Front").
O.Romanovskyi took an oath to the Verkhovna Rada.
Authorized
representatives of deputy factions and groups made their statements, messages,
and suggestions.
During the
speech of Radical Party leader Oleh Liahko, his faction members blocked the
tribune demanding to adopt the resolution on dismissing from management of
committees those people's deputies who voted in favour of laws of January 16,
2014.
The
Chairperson agreed that the resolution is reasonable and said that respective
draft resolution would be considered.
After the
speeches, the Chairperson announced the draft resolution on calendar plan of
the first session of the Verkhovna Rada of Ukraine of the eighth convocation
(Reg. No. 1010).
First Deputy
Chairperson of the Committee on Rules of Parliamentary Procedure Pavlo Pynzenyk claimed the
Committee recommends that the Verkhovna Rada should adopt this draft resolution
as a basis and in entirety.
People's
deputies included the draft resolution into the agenda and adopted it in
entirety with 334 votes.
Draft
resolution on Address of the Verkhovna Rada of Ukraine to the State Duma of the Federal
Assembly of the Russian Federation and
the President of the Russian Federation on releasing
Ukrainian pilot and people's deputy of the eighth convocation Nadiia Viktorivna
Savchenko (Reg. No. 1095) and three bills on ensuring and guaranteeing national
security under Reg. No. 1014, No. 1014-1, and No. 1014-2 were included into the agenda.
First Deputy
Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii announced statement
of people's deputy O.Romanovskyi about his entering deputy faction
"People's Front".
People's
deputy Viktor Chumak reminded that today is the International Anti-Corruption
Day and claimed that on October 14, 2014, the Parliament managed to adopt very
important laws on corruption counteraction and on the National Anti-Corruption
Bureau. In order for the National Anti-Corruption Bureau to start working, it
is necessary to create a special competition commission to elect the chairperson
and director of the National Anti-Corruption Bureau.
