THE VERKHOVNA RADA OF UKRAINE OF THE EIGHTH CONVOCATION CONTINUED WORKING IN THE PLENARY MODE ON THURSDAY, DECEMBER 4, 2014.
350 people's deputies registered to participate in the meeting.
Having opened the morning meeting, Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman informed that on December 3, the Central Election Commission registered such people's deputies: Barna Stepan Stepanovych, Pober Ihor Mykolaiovych, Kunitsyn Serhii Volodymyrovych ("Petro Poroshenko Bloc"), and Kondratiuk Olena Kostiantynivna ("All-Ukrainian Union "Batkivshchyna").
Newly elected people's deputies took an oath to the Verkhovna Rada.
Volodymyr Groysman announced about forming several inter-faction unions in the Verlhovna Rada: "Krym" (chairperson Oleksii Honcharenko), "Zakarpattia" (chairperson Valerii Patskan), and "All-Ukrainian Union "Svoboda" (chairperson Andrii Illienko).
The Chairperson announced a break until 12:30 p.m. during which the Preparatory Deputy Group worked on forming the agenda.
After the break, Volodymyr Groysman informed about meeting of the Preparatory Deputy Group but added that it needed more time to consider important issues and announced a break till 4 p.m.
After the break, Volodymyr Groysman said that almost all factions agreed to vote for the resolution on electing chairpersons, first deputy chairpersons, deputy chairpersons, secretaries, and members of committees of the Verkhovna Rada of Ukraine of the eighth convocation. However, time was needed to print respective draft resolution and hand it to the MPs.
Volodymyr Groysman announced that on December 4, the Central Election Commission registered such people's deputies: Makarian Davyd, Stetsenko Dmytro, and Chyzhmar Yurii ("Petro Poroshenko Bloc").
Makarian Davyd and Chyzhmar Yurii took an oath to the Verkhovna Rada.
The Chairperson informed that people's deputy Yevhen Balytskyi withdrew from deputy group "Economic Development", people's deputies Stepan Barna, Serhii Kunitsyn and Ihor Pober entered the deputy faction of "Petro Poroshenko Bloc" party, Taras Pastukh entered deputy faction of "Samopomich" Union" party, and people's deputy Olena Kondratiuk entered "All-Ukrainian Union "Batkivshchyna" party.
The Chairperson also informed about establishing of a new inter-faction deputy union "Native Chernihivshchyna" with chairperson Valerii Kulich.
Volodymyr Groysman announced a 30-minute break.
After the break the newly elected people’s deputies Dmytro Stetsenko, Serhii Draiuk and Oleksandr Drozdyk took an oath to the Verkhovna Rada.
The Presiding announced consideration of the issue on election of the First Deputy Chairperson and Deputy Chairperson of the Verkhovna Rada. He informed that faction of the “People’s Front” party suggests elect the people’s deputy Andrii Parubii the First Deputy Chairperson of the Verkhovna Rada of Ukraine, and faction “Samopomich” Union” suggests elect the people’s deputy Oksana Syroid the Deputy Chairperson of the Verkhovna Rada of Ukraine.
The people’s deputies upheld the draft resolution on election of the First Deputy Chairperson and Deputy Chairperson of the Verkhovna Rada of Ukraine (Reg. No. 1255). Under the resolution, the people’s deputy Andrii Parubii was elected the First Deputy Chairperson of the Verkhovna Rada of Ukraine, and the people’s deputy Oksana Syroid - Deputy Chairperson of the Verkhovna Rada of Ukraine.
The people’s deputies congratulated Oksana Syroid who became the first woman in the history of Ukrainian parliamentarism to be elected one of the leaders of the Verkhovna Rada.
Representatives of deputy factions and groups commented on the draft resolution on the list, quantitative composition and jurisdiction of the committees of the Verkhovna Rada of Ukraine of the eighth convocation (Reg. No. 1004).
Representative of the deputy faction “Economic Development” informed that the group refuses from the proposed posts within the committees’ leadership.
Parliamentarians upheld the draft resolution (Reg. No. 1004) as a basis by 315 votes.
The Presiding put the resolution to vote in order to adopt it in entirety with consideration of proposals elaborated by the Preparatory Group.
The draft resolution was adopted in entirety by 270 votes.
The people’s deputies considered the draft resolution on electing chairpersons, first deputy chairpersons, deputy chairpersons, secretaries, and members of committees of the Verkhovna Rada of Ukraine of the eighth convocation (Reg. No. 1009).
Representatives of deputy factions and groups, as well as non-affiliated people’s deputies commented on the draft resolution and made their proposals.
The Verkhovna Rada adopted the draft resolution on electing chairpersons, first deputy chairpersons, deputy chairpersons, secretaries, and members of committees of the Verkhovna Rada of Ukraine of the eighth convocation (Reg. No. 1009) as a basis and in entirety by 249 votes, with consideration of amendments and proposals referred.
Some people’s deputies expressed their dissatisfaction with the results of voting.
The people’s deputies held a moment of silence in memory of the Heroes of the Heavenly Hundred and all the fallen in the East of Ukraine.
Volodymyr Groysman announced establishment of the Conciliatory Council of leaders of deputy factions and groups, as well as committee chairpersons.
He informed that the first meeting of the Conciliatory Council will be held on Monday, December 8.
The Presiding informed also that the inter-faction deputy union “For Zhytomyr Region” was established in the Verkhovna Rada. The people’s deputy Pavlo Dziubyk was elected its head. Volodymyr Groysman announced that the people’s deputies S.Stetsenko, V.Drozdyk and S.Draiuk joined the “People’s Front” faction.
Volodymyr Groysman adjourned the evening plenary session.
Next plenary meeting of the first session will be held on Tuesday, December 9.
