Organizers and partners of the research and practical conference "Preparing experts in the area of expertise "State management": requirements to the content and adherence to modern challenges" were National Academy of Pedagogical Sciences of Ukraine, National Agency of Ukraine on Civil Service, Building Capacity in Evidence-Based Economic Development Planning in Ukrainian Oblasts and Municipalities Project, Project "Management Reform in Eastern Ukraine" of the German Society for International Cooperation (GIZ) together with the National Academy of Public Administration under the President of Ukraine.
In her speech, the Chairperson of the Committee said "Present events in Ukraine showed a crisis in state management and a total distrust of citizens to state officials. Therefore, reform in state management is a priority for Ukraine".
"We need to clearly understand that one of absolute priorities, alongside with professional level of state officials, is the idea of serving society", said the Chairperson of the Committee.
Lilia Hrynevych informed participants of the conference about the status and prospects of reforming education.
President of the National Academy of Public Administration under the President of Ukraine Yurii Kovbasiuk, Chairperson of the National Agency of Ukraine on Civil Service Konstiantyn Vashchenko, First Vice-President of National Academy of Pedagogical Sciences of Ukraine Volodymyr Luhovyi, representatives from the Presidential Administration of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, state authorities and local self-government authorities, leading national and foreign scientists, experts in state management, and public representatives participated in the conference.
The Chairperson of the Committee also participated in the forum "European Union – Ukraine: Adult Education", which was held on November 4-6 within the International Adult Education Days in Ukraine.

Hrynevych claimed that "We counted that in the Association Agreement 106
clauses out of 486 fall within the competence of the Committee on Science and
Education. This shows that in order to follow a European path we should do a
lot in the system of education, in the system of scientific research, and in
the system of intellectual property".
“In this context, education of adults is one of the key challenges. Today the entire civilized world implements the lifelong learning principle in education. In the EU member states people have to change profession several times during their life. And now we enter this dynamic world,” stressed Liliya Hrynevych.
“Disbalance between the education system and labour market is deepening at present. The level of unemployed persons with higher education increases. 30% of unemployed are those possessing the qualification of a skilled labourer. However, more than 45% are people with higher education. This disproportion can be settled only by laying new foundation for the education system. In view of this, we are currently working on a new law “On Higher education”, one of the leading principles of which is the lifelong learning principle. We have also to develop the theme of national system of professional qualifications,” noted the Committee Chairperson.
