Members of the Committee discussed the information of the Ministry of Social Policy, the State Treasury Service, the Pension Fund, funds of mandatory state social insurance, joint representative bodies of the employers at the national level, and associations of trade unions.
It was mentioned that since January 1, 2011 the Law "On collection and accounting of a single fee for mandatory state social insurance" has come into force. Due to its adoption, the function of collecting and accounting a single fee was assigned to one fund – the Pension Fund.
People's deputies claimed introducing a single fee for mandatory state social insurance has positively influenced activity of mandatory state social insurance funds.
It was also stated that since October, 2013, according to the Law "On amendments to several legislative acts of Ukraine in connection with conducting the administrative reform", which came into force on August 11, 2013, functions of administrating the single fee for mandatory state social insurance was transferred from the Pension Fund to the Ministry of Revenue and Duties of Ukraine.
For the period of the Ministry of Revenue and Duties of Ukraine authorities administering the single fee, the indebtedness grew to UAH 3,1 billion.
People's deputies say that decrease in efficiency of collecting the single fee is connected with the fact that the Ministry of Revenue and Duties of Ukraine combined functions uncharacteristic for itself which used to be assigned to the State Tax Service, the State Customs Service and separate functions of the Pension Fund.
The Committee's members repeatedly addressed the President of Ukraine and the Cabinet of Ministers of Ukraine regarding the possibility of negative consequences of such reform.
According to the MPs, activity of the Pension Fund bodies are more open and transparent compared to the Ministry of Revenue and Duties bodies.
People's deputies also discussed other problems on activity of the social insurance funds.
The Committee recommends that the Cabinet of Ministers:
jointly with Parties of the social dialogue and funds of mandatory state social insurance determine economically and socially justified amounts of the single fee and ratios of their distribution by social insurance types,
ensure proper exchange of information between the Ministry of Revenue and Duties, the Pension Fund and funds of mandatory state social insurance, etc.
Following the results of the discussion, the Committee plans to immediately submit for consideration of the Verkhovna Rada the bill on amendments to legislative acts of Ukraine in connection with re-organization of revenues and duties bodies.
