Serhii Kivalov informed USAID representatives about the work of the Committee in the sphere of law-making; about the course of the court reform in general and about the law-making prospects. Apart form this, Committee Chair spoke of the role of the National School of Judges of Ukraine in training of the future law makers, as well as of the history of its establishment and development.
“At present, the existing court reform in Ukraine requires certain changes in the course of election of candidates to the post of judges; significant expenditures on examination of their personal and professional qualities and additional training,” said Serhii Kivalov.
On behalf of the Fair Justice Project, David Vaughn expressed gratitude for fruitful cooperation and interest in the development of potential introduction of the court administration policy into the educational curriculum for law students.
Maureen Conner told of the successful experience of cooperation of the Fair Justice Project and the State Court Administration of Ukraine jointly with the National School of Judges of Ukraine with participation of academicians of the State Michigan University (the USA). She informed that for the period of February-June 2013 the first (pilot) educational program on matters of court administration was introduced for 40 leaders of the secretariat of different levels.
David Vaughn stressed that in order to determine ways of further development of such an initiative in Ukraine, the USAID Fair Justice Project plans to involve leading Ukrainian Universities in the discussion of the previously outlined issues.
In particular, representatives of the Project suggested hold a free two-week extension course for the employees of the courts from across Ukraine on the basis of the National University Odesa Law Academy, where five American lectors will be able to deliver ten educational courses of the Michigan University.
Serhii Kivalov expressed readiness to move in this direction and reassured that both students and teaching staff of the National University Odesa Law Academy, the President of which he is, will uphold this idea.
