During the meeting of the Committee it was noted that the bill (Reg. No. 2061a) is aimed at improving the mechanism of accuracy control of customs value estimation in compliance with the recommendations of the World Customs Association, provided for the chapter 6 “Customs clearance” of the International Convention on the Simplification and Harmonization of Customs Procedures (Kyoto Convention) and for the of the Committee on Customs Valuation of the World Trade Organization regarding cases where customs administrations have reasons to doubt the truth or accuracy of the declared customs value.
According to the members of the Committee, adoption of the bill will facilitate transparency of customs control, will boost responsibility of the declarants for accuracy of the declared information about the customs value components. It will also boost the responsibility of the customs officials for the decisions made during the control of the accuracy of the declared customs valuation of goods and ensure the opportunity to carry out customs clearance of the goods within the time limits set by the first part of article 255 of the Customs Code.
